Baseline and Endline Surveys on Youth Awareness and Engagement in the  Green Energy Transition 

Youth Empowerment in Green Energy (YEGE) Project 

Introduction 

Caritas Switzerland in Kosovo (CACH) is implementing the project “Youth Empowerment in Green Energy  (YEGE)”, which aims to enhance climate action and support the green energy transition by empowering youth,  high school teachers, environmental officials, and environmental journalists across Kosovo. The project  focuses on strengthening capacities in climate change and energy transition, supporting youth participation in  Municipal Energy and Climate Action Plans (MECAPs), promoting green school initiatives, and implementing  climate and green project awards in high schools. 

As part of the project Outcome 2: Youth, media and local/central level officials are actively engaged in climate  action and green energy transition, the YEGE project seeks to engage a consulting company to design and  implement of the Baseline and Endline Surveys on Youth Awareness and Engagement in the Green  Energy Transition.  

The assignment will be implemented through a service contract based on approved deliverables and the agreed  implementation schedule during the project implementation period. 

  1. Objective of the assignment 

The objective of this consultancy is to engage a qualified consultancy company to design and implement  Baseline and Endline Surveys on Youth Awareness and Engagement in the Green Energy Transition.  The consultancy will establish data on young people’s knowledge, attitudes, awareness, and engagement in  the green energy transition and assess changes achieved through the project by comparing baseline and endline  findings.  

Specifically, the consultancy company shall: 

  • Review project documents and indicators (theory of change, results framework, and other relevant  project documentation); 
  • Develop the survey methodology and survey tools (questionnaires) including piloting the  questionnaire; 
  • Implement the baseline survey and analyse and report baseline findings; 
  • Implement the endline survey and analyse and report endline findings; 
  • Conduct comparative analysis and prepare the final report and datasets.
  1. About Caritas Switzerland in Kosovo 

Caritas Switzerland in Kosovo (CACH) is an international non-governmental organization engaged in Switzerland and more than 15 countries worldwide. CACH has been active in Kosovo since 1999, contributing  to the country’s socio-economic development through the implementation of programmes aimed at addressing  poverty, inequality, social exclusion, environmental challenges, and institutional capacity gaps.  

Over the years, CACH has developed and implemented a diverse portfolio of interventions in Kosovo, with a  particular focus on sustainable socio-economic development, social inclusion, environmental sustainability,  climate resilience, youth empowerment, and institutional strengthening. Its programmes seek to create  sustainable opportunities for individuals and communities while strengthening the capacity of local and  national institutions to respond effectively to emerging social, economic, and environmental challenges.  

CACH places particular emphasis on youth and women as important actors in sustainable development and  social transformation. Through its interventions, CACH supports young people in developing relevant  knowledge, skills, and capacities, while creating opportunities for meaningful participation in decision-making  processes and community-level initiatives. The organization also promotes inclusive and participatory  approaches that enable citizens, particularly young people and other underrepresented groups, to contribute to  policies and initiatives affecting their communities and future. 

Environmental sustainability and climate action represent an increasingly important component of CACH's  programming. In this context, CACH supports initiatives that contribute to the transition towards more  sustainable, resource-efficient, and climate-resilient communities. Particular attention is given to raising  awareness, strengthening capacities, promoting green skills, and encouraging active engagement of young  people and other stakeholders in the green energy transition. 

  1. Scope of work 

The consultancy company will be responsible for the overall design, implementation, analysis, and reporting  of the Baseline and Endline Surveys on Youth Awareness and Engagement in the Green Energy  Transition.  

The scope of the assignment will cover the following key areas:  

3.1 Review of project documentation and development of the survey framework  -

  • Review relevant project documents, including the project proposal, Theory of Change, M&E plan,  indicator targets, and other relevant background studies from the project; 
  • Proposed adjustments to the indicators and Log-frame, if required by ensuring ownership of  indicators by project participants; 
  • Develop a clear survey framework linking the project objectives and expected results with the  information collected through the baseline and endline surveys; 
  • Identify the key dimensions to be assessed, including youth knowledge, awareness, attitudes,  perceptions, participation, and engagement in the green energy transition; 
  • Ensure that the survey methodology is aligned with the project’s monitoring and evaluation  requirements and relevant donor standards.

3.2 Development of the survey methodology 

Definition of the target population and respondents’ groups; 

  • Development of an appropriate sampling strategy and sample size ensuring comparability between  baseline and endline findings; 
  • Development of procedures to ensure representativeness and data quality (including age, gender,  geographic location, education, and other relevant characteristics); 
  • Attention should be given to ensuring adequate representation of young women and men and relevant youth  groups, in line with the project's inclusion objectives. 

3.3 Development and testing of survey instruments  

The consultancy company will design the baseline and end-line questionnaires in consultation with CACH and  relevant project stakeholders. The questionnaire will be piloted with a small group of respondents to assess  clarity, relevance, length, and applicability. CACH and project partner Center for Education and Development  of Environment - CEDE will share feedback/input with the selected consultancy company before finalizing  the instruments.  

The survey instruments should assess: 

  • Awareness and understanding of renewable energy, energy efficiency and the energy transition; - Knowledge of climate change, including its causes and impacts relevant to Kosovo, such as floods,  droughts, heatwaves and impacts on health, agriculture and communities; 
  • Attitudes and perceptions towards the green energy transition, climate action;  
  • Awareness of the opportunities and challenges associated with renewable energy and the energy  transition; 
     Interest in green jobs, green skills and further learning opportunities in climate- and energy-related  fields;  
  • Youth participation in environmental, climate-related and energy-related activities;  - Perceived opportunities and ability of young people to influence energy- and climate-related  decision-making;  
  • Engagement in community, school, municipal or other initiatives related to environmental  sustainability, climate action and green energy. 

3.4 Baseline survey implementation, data processing and analysis 

  • Administration of the survey and monitoring of data collection; 
  • Quality assurance and verification of collected data; 
  • Analyse results by relevant demographic characteristics, particularly gender, age, location, and other variables relevant to the project; 
  • Identify key patterns, gaps, and areas of low awareness or engagement; 
  • Present findings in a clear and accessible format using tables, graphs, and other appropriate visualizations.

The consultancy company will prepare a Baseline Survey Report containing the methodology, sample  characteristics, key findings, conclusions, and recommendations.  

3.5 Endline survey implementation and comparative analysis 

At the end of the project implementation period, the consultancy company will repeat the survey using the  agreed methodology and, to the extent possible, the same or a comparable target population and sampling  approach. Furthermore, the consultancy company will ensure that the endline survey remains sufficiently  comparable with the baseline to allow for meaningful measurement of change.  

Survey design: The assignment will use a panel design. The same 30 Eco Clubs and the same individual  respondents will be invited at baseline and endline, subject to voluntary consent/assent. Respondents will be  tracked through anonymous unique codes. The consultant shall target at least 80% retention, report attrition  and its reasons, and compare retained and lost respondents. Replacements will not form part of the matched  panel analysis; any replacement respondents shall be reported and analysed separately. 

The endline survey will assess changes in: 

  • Youth awareness and knowledge; 
  • Attitudes and perceptions;  
  • Participation and engagement;  
  • Understanding of green energy and climate action;  
  • Interest in green skills and green employment;  
  • Perceived ability to participate in energy-related decision-making. 

The consultancy company will: 

  • Compare baseline and endline values for all relevant indicators;  
  • Analyse differences by gender, age, geographic location, and other relevant characteristics;
  • Assess the extent to which project interventions may have contributed to observed changes;
  • Identify remaining knowledge, awareness, and engagement gaps. 

The consultancy company will prepare a comprehensive Endline Survey and Comparative Analysis Report.  The consultancy company shall present the findings and recommendations to CACH and relevant project  stakeholders and incorporate reasonable comments and feedback into the final report.  

Target groups and survey coverage: The Baseline and Endline Surveys will cover a total of 30 Eco Clubs,  comprising:  

  • 15 existing Eco Clubs, which will provide a basis for assessing changes in awareness, knowledge,  attitudes, and engagement among youth who have already been exposed to Eco Clubs activities;
  • 15 newly established Eco Clubs, which will be assessed from the beginning of their participation to  measure changes following their engagement in project activities.  

The same 30 Eco Clubs will be included, to the extent feasible, in both the Baseline and Endline Surveys,  allowing for comparison of results over the project implementation period. 

The same 30 Eco Clubs will participate at both stages. The same individual respondents will be invited and  tracked under the panel approach described above; participation shall remain voluntary and subject to the  required consent/assent. 

Results shall be reported separately for the 15 existing and 15 newly established Eco Clubs. Baseline  differences will be described and statistically assessed, and change will be estimated within each group. Any  pooled estimate shall adjust for baseline values and relevant respondent characteristics; direct endline  differences between the two groups shall not be interpreted as project impact without appropriate analysis. 

The consultant will propose an appropriate sampling methodology and sample size, taking into consideration  the number of members in each Eco Club and ensuring adequate representation of existing and new Eco Clubs,  female and male participants, and ethnic representation. 

Sampling information: eligible respondent age range: 15-18; estimated membership: approximately 10  members per Eco Club; minimum baseline sample: 240 valid responses in total, with at least 8 valid responses  per Eco Club and a minimum 80% matched follow-up at endline. Annex 1 lists each municipality, school/Eco  Club, club type, estimated membership and minimum sample.  

  1. Geographic coverage 

The consultancy will be implemented across ten (10) selected municipalities in Kosovo participating in the  YEGE project: Fushë Kosovë, Drenas, Obiliq, Klinë, Istog, Skënderaj, Shtërpcë, Gjilan, Ferizaj, and Gjakovë. 

The consultancy company shall have the capacity to mobilize qualified personnel and the necessary resources  across all designated municipalities and ensure the timely, efficient, and consistent implementation of the  survey activities in accordance with the agreed methodology, implementation schedule, and approved activity  plan. 

Deliverables and timeline plan 

to the survey indicators have been completed. It will measure interventions implemented from completion of  the baseline through 31 July 2027.  

  1. Duration and budget 

The anticipated contract period is from October 2026 to July 2027. The assignment shall be implemented in  accordance with the deliverable schedule in Section 5. 

The consultancy company shall be remunerated based on the approved financial offer and services delivered,  subject to the satisfactory completion and approval of agreed deliverables by CACH. 

Payments will be made in 3 instalments against CACH's written acceptance of the relevant deliverables: 10% after acceptance of the inception report, survey methodology and final survey tools;

  • 40% after acceptance of baseline fieldwork, the cleaned baseline dataset and the Baseline Survey Report; 
  • 50% after acceptance of the final Endline Survey and Comparative Analysis Report, presentation  and all final datasets and tools. 

CACH will review each deliverable within 10 working days of receipt. The consultancy company shall submit  requested revisions within five (5) working days. Acceptance will be confirmed in writing. Payment will be  made within 30 calendar days after written acceptance and receipt of a valid invoice and complete supporting  documentation. 

The assignment shall be implemented under a maximum contract value of EUR 10,000, inclusive of all  applicable costs. 

The EUR 10,000 ceiling includes personnel, travel, per diem, fieldwork, translation, printing, software/data collection, analysis and reporting costs. The financial offer shall show the total excluding VAT, VAT as a  separate line, and the total including VAT. 

  1. Required qualifications and experience 

Organizational qualifications and experience  

  • Be a legally registered entity authorized to provide research, consultancy, monitoring and evaluation, survey, or related services; 
  • Have at least seven (7) years of relevant professional experience in conducting quantitative and/or  mixed-method research, surveys, monitoring and evaluation, or similar assignments with gender sensitive, inclusive, and youth-focused research approaches; 
  • Demonstrate experience in designing and implementing baseline and/or endline surveys,  preferably in the fields of youth, education, environment, climate change, renewable energy, green  transition, social inclusion, or related areas; 
  • Have sufficient qualified personnel and logistical capacity to conduct services across the ten (10)  selected municipalities under the YEGE project; 
  • Demonstrate experience in data management, statistical analysis, data quality assurance, and  preparation of analytical reports; 
  • Demonstrate language proficiency in Albanian, Serbian and English. 

Technical qualifications  

  • Demonstrated technical capacity and experience in the design and administration of digital and  paper-based survey questionnaires; 
  • Demonstrated experience in conducting high-quality data collection using appropriate quality assurance and quality-control mechanisms; 
  • Proven capacity to mobilize and manage qualified field staff within agreed timelines and  geographical coverage requirements;
  • Established systems and technical capacity for secure management, storage, and protection of  survey data; 
  • Demonstrated expertise in data cleaning, coding, processing, statistical analysis, and interpretation  of quantitative and/or qualitative survey data; 
  • Proven capacity to produce high-quality analytical reports in English, with the ability to provide  Albanian and/or Serbian language versions where required; 
  • Demonstrated capacity to implement data collection and management processes in compliance  with safeguarding, confidentiality, data protection, and ethical standards, including CACH  requirements. 

Quality assurance, ethics and contractual requirements 

  • Performance review: CACH will monitor performance against agreed deliverables, timelines, and  quality standards. All deliverables will be subject to review and approval by CACH. Confidentiality: The service provider shall maintain confidentiality regarding all project-related  information and documentation. 
  • Ethical compliance: The service provider must adhere to the Caritas Switzerland Code of Conduct,  including a zero-tolerance policy for fraud, corruption, exploitation, and abuse. 
  • Subcontracting of tasks under this assignment is not allowed as a rule unless explicitly agreed in  writing by CACH. In exceptional cases where subcontracting is proposed, prior approval from CACH  must be obtained. 

Eligibility and qualifications 

To be considered, applicants must submit: 

  • Company registration certificate; 
  • Company profile; 
  • Portfolio of similar assignments; 
  • References from at least three comparable projects; 
  • Description of technical and logistical capacities; 
  • Financial offer. 

In addition to submitting all documents listed above, applicants must demonstrate the following: 

  • Legal status: The applicant must be a legally registered company in Kosovo and authorized to provide  research, consultancy, monitoring and evaluation, survey, or related services. 
  • Relevant experience: Have at least five (7 ) years of relevant professional experience in conducting  quantitative and/or mixed-method research, surveys, monitoring and evaluation, or similar  assignments;  
  • Methodology and team: A clear methodology and sampling plan, workplan, field plan, team structure  with CVs, roles and availability, quality-assurance and data-protection procedures, safeguarding andconsent approach, risk-management measures, and deliverable/language plan. The applicant must  have sufficient personnel and logistical capacity for all 30 Eco Clubs across the ten municipalities; 
  • Financial Offer: A signed, itemised offer in EUR showing unit rates and cost categories, total  excluding VAT, VAT separately and total including VAT, together with confirmation that all  assignment costs are included. Unit rates and the total price shall remain fixed for the duration of the  assignment, except where CACH approves an adjustment in writing under exceptional circumstances. 

The total offer excluding VAT shall not exceed EUR 10,000. 

  1. Evaluation of offers 

Caritas Switzerland in Kosovo (CACH) will evaluate all eligible applications based on the following  methodology: 

Organizational qualifications and experience (40%): will be assessed based on the bidder's demonstrated  experience and capacity to successfully deliver the required services. The assessment will consider the  company's relevant experience in research and M&E; previous experience conducting baseline and endline  surveys; sector-specific experience; experience with multi-municipality data collection in Kosovo; technical  and analytical capacity; quality assurance and data protection procedures; and references for comparable  assignments. 

Technical and operational capacity (40%): will be assessed based on the bidder's understanding of the  assignment, proposed methodology and survey design, approach to data collection and quality assurance, data  management and analysis methodology, operational arrangements, work plan, and risk management measures.  Particular attention will be given to the proposed approach for ensuring reliable comparison between the  baseline and endline surveys and adequate coverage of the 30 Eco Clubs (15 existing and 15 newly established)  across the selected municipalities. This includes respondent tracking, attrition and replacement rules, and  separate analysis of the 15 existing and 15 newly established Eco Clubs. 

Financial offer (20%): will be evaluated based on the total cost proposed for the complete scope of services,  including all personnel, fieldwork, travel, data collection, data analysis, reporting, and other costs required for  successful implementation. 

  1. How to apply  

A: Technical proposal 

The Technical proposal should include: 

  • Company profile and evidence of relevant experience, including comparable references; Detailed methodology and sampling plan, including the panel design, respondent tracking, attrition  and replacement rules, and separate analysis of existing and new Eco Clubs; 
  • Workplan and implementation timeline aligned with Section 6; 
  • Team structure and CVs, with clear roles, level of effort and availability; 
  • Fieldwork and mobilization plan covering all 30 Eco Clubs across the ten municipalities;
  • Quality-assurance, data-management, data-protection, confidentiality, safeguarding and consent  approach; 
  • Risk-management and mitigation plan; 
  • Deliverable and language plan, including reports and datasets in English and translations where  required. 

B: Financial proposal 

The Financial proposal should include: 

  • A signed and itemised financial offer in EUR, showing unit rates and major cost categories; The total excluding VAT, VAT as a separate line item, and the total including VAT; Confirmation that all personnel, travel, fieldwork, translation, printing, software/data-collection,  

analysis, reporting and other assignment costs are included and that the total excluding VAT does not  exceed EUR 10,000. 

Files should be clearly named: 

  • Technical Proposal – Company Name 
  • Financial Proposal – Company Name  

The offer shall remain valid for 30 days after submission. 

Important: Only companies that have submitted all required documents will pass the eligibility stage. All  eligible applications will proceed to the evaluation stage in accordance with the criteria outlined in these Terms  of Reference. 

  1. Submission details 
  • Format: Applications must be submitted in PDF format, organized into two separate files: one for the  Technical Proposal and one for the Financial Offer.

  • Deadline for Submission: Applications must be submitted no later than 07 October 2026. Late or incomplete applications will not be considered.

Annex 1: School/Eco Club list and indicative sample 

The indicative table below covers all 30 Eco Clubs and provides the municipality, school, club type,  estimated membership and minimum baseline sample for survey planning and pricing purposes.

Indicative totals: 30 Eco Clubs in 30 schools (15 new and 15 existing/YENI), approximately 300 Eco Club members, and  a minimum baseline sample of 240 respondents (8 per Eco Club).
