Baseline and Endline Surveys on Youth Awareness and Engagement in the Green Energy Transition
Youth Empowerment in Green Energy (YEGE) Project
Introduction
Caritas Switzerland in Kosovo (CACH) is implementing the project “Youth Empowerment in Green Energy (YEGE)”, which aims to enhance climate action and support the green energy transition by empowering youth, high school teachers, environmental officials, and environmental journalists across Kosovo. The project focuses on strengthening capacities in climate change and energy transition, supporting youth participation in Municipal Energy and Climate Action Plans (MECAPs), promoting green school initiatives, and implementing climate and green project awards in high schools.
As part of the project Outcome 2: Youth, media and local/central level officials are actively engaged in climate action and green energy transition, the YEGE project seeks to engage a consulting company to design and implement of the Baseline and Endline Surveys on Youth Awareness and Engagement in the Green Energy Transition.
The assignment will be implemented through a service contract based on approved deliverables and the agreed implementation schedule during the project implementation period.
- Objective of the assignment
The objective of this consultancy is to engage a qualified consultancy company to design and implement Baseline and Endline Surveys on Youth Awareness and Engagement in the Green Energy Transition. The consultancy will establish data on young people’s knowledge, attitudes, awareness, and engagement in the green energy transition and assess changes achieved through the project by comparing baseline and endline findings.

Caritas Switzerland in Kosovo (CACH) is an international non-governmental organization engaged in Switzerland and more than 15 countries worldwide. CACH has been active in Kosovo since 1999, contributing to the country’s socio-economic development through the implementation of programmes aimed at addressing poverty, inequality, social exclusion, environmental challenges, and institutional capacity gaps.
Over the years, CACH has developed and implemented a diverse portfolio of interventions in Kosovo, with a particular focus on sustainable socio-economic development, social inclusion, environmental sustainability, climate resilience, youth empowerment, and institutional strengthening. Its programmes seek to create sustainable opportunities for individuals and communities while strengthening the capacity of local and national institutions to respond effectively to emerging social, economic, and environmental challenges.
CACH places particular emphasis on youth and women as important actors in sustainable development and social transformation. Through its interventions, CACH supports young people in developing relevant knowledge, skills, and capacities, while creating opportunities for meaningful participation in decision-making processes and community-level initiatives. The organization also promotes inclusive and participatory approaches that enable citizens, particularly young people and other underrepresented groups, to contribute to policies and initiatives affecting their communities and future.
Environmental sustainability and climate action represent an increasingly important component of CACH's programming. In this context, CACH supports initiatives that contribute to the transition towards more sustainable, resource-efficient, and climate-resilient communities. Particular attention is given to raising awareness, strengthening capacities, promoting green skills, and encouraging active engagement of young people and other stakeholders in the green energy transition.
The consultancy company will be responsible for the overall design, implementation, analysis, and reporting of the Baseline and Endline Surveys on Youth Awareness and Engagement in the Green Energy Transition.
The scope of the assignment will cover the following key areas:

Definition of the target population and respondents’ groups;
3.3 Development and testing of survey instruments
The consultancy company will design the baseline and end-line questionnaires in consultation with CACH and relevant project stakeholders. The questionnaire will be piloted with a small group of respondents to assess clarity, relevance, length, and applicability. CACH and project partner Center for Education and Development of Environment - CEDE will share feedback/input with the selected consultancy company before finalizing the instruments.

3.4 Baseline survey implementation, data processing and analysis
The consultancy company will prepare a Baseline Survey Report containing the methodology, sample characteristics, key findings, conclusions, and recommendations.
3.5 Endline survey implementation and comparative analysis
At the end of the project implementation period, the consultancy company will repeat the survey using the agreed methodology and, to the extent possible, the same or a comparable target population and sampling approach. Furthermore, the consultancy company will ensure that the endline survey remains sufficiently comparable with the baseline to allow for meaningful measurement of change.
Survey design: The assignment will use a panel design. The same 30 Eco Clubs and the same individual respondents will be invited at baseline and endline, subject to voluntary consent/assent. Respondents will be tracked through anonymous unique codes. The consultant shall target at least 80% retention, report attrition and its reasons, and compare retained and lost respondents. Replacements will not form part of the matched panel analysis; any replacement respondents shall be reported and analysed separately.

The consultancy company will prepare a comprehensive Endline Survey and Comparative Analysis Report. The consultancy company shall present the findings and recommendations to CACH and relevant project stakeholders and incorporate reasonable comments and feedback into the final report.
Target groups and survey coverage: The Baseline and Endline Surveys will cover a total of 30 Eco Clubs, comprising:
The same 30 Eco Clubs will be included, to the extent feasible, in both the Baseline and Endline Surveys, allowing for comparison of results over the project implementation period.
The same 30 Eco Clubs will participate at both stages. The same individual respondents will be invited and tracked under the panel approach described above; participation shall remain voluntary and subject to the required consent/assent.
Results shall be reported separately for the 15 existing and 15 newly established Eco Clubs. Baseline differences will be described and statistically assessed, and change will be estimated within each group. Any pooled estimate shall adjust for baseline values and relevant respondent characteristics; direct endline differences between the two groups shall not be interpreted as project impact without appropriate analysis.
The consultant will propose an appropriate sampling methodology and sample size, taking into consideration the number of members in each Eco Club and ensuring adequate representation of existing and new Eco Clubs, female and male participants, and ethnic representation.
Sampling information: eligible respondent age range: 15-18; estimated membership: approximately 10 members per Eco Club; minimum baseline sample: 240 valid responses in total, with at least 8 valid responses per Eco Club and a minimum 80% matched follow-up at endline. Annex 1 lists each municipality, school/Eco Club, club type, estimated membership and minimum sample.
The consultancy will be implemented across ten (10) selected municipalities in Kosovo participating in the YEGE project: Fushë Kosovë, Drenas, Obiliq, Klinë, Istog, Skënderaj, Shtërpcë, Gjilan, Ferizaj, and Gjakovë.
The consultancy company shall have the capacity to mobilize qualified personnel and the necessary resources across all designated municipalities and ensure the timely, efficient, and consistent implementation of the survey activities in accordance with the agreed methodology, implementation schedule, and approved activity plan.
Deliverables and timeline plan 
to the survey indicators have been completed. It will measure interventions implemented from completion of the baseline through 31 July 2027.
The anticipated contract period is from October 2026 to July 2027. The assignment shall be implemented in accordance with the deliverable schedule in Section 5.
The consultancy company shall be remunerated based on the approved financial offer and services delivered, subject to the satisfactory completion and approval of agreed deliverables by CACH.
Payments will be made in 3 instalments against CACH's written acceptance of the relevant deliverables: • 10% after acceptance of the inception report, survey methodology and final survey tools;
CACH will review each deliverable within 10 working days of receipt. The consultancy company shall submit requested revisions within five (5) working days. Acceptance will be confirmed in writing. Payment will be made within 30 calendar days after written acceptance and receipt of a valid invoice and complete supporting documentation.
The assignment shall be implemented under a maximum contract value of EUR 10,000, inclusive of all applicable costs.
The EUR 10,000 ceiling includes personnel, travel, per diem, fieldwork, translation, printing, software/data collection, analysis and reporting costs. The financial offer shall show the total excluding VAT, VAT as a separate line, and the total including VAT.

Caritas Switzerland in Kosovo (CACH) will evaluate all eligible applications based on the following methodology:
Organizational qualifications and experience (40%): will be assessed based on the bidder's demonstrated experience and capacity to successfully deliver the required services. The assessment will consider the company's relevant experience in research and M&E; previous experience conducting baseline and endline surveys; sector-specific experience; experience with multi-municipality data collection in Kosovo; technical and analytical capacity; quality assurance and data protection procedures; and references for comparable assignments.
Technical and operational capacity (40%): will be assessed based on the bidder's understanding of the assignment, proposed methodology and survey design, approach to data collection and quality assurance, data management and analysis methodology, operational arrangements, work plan, and risk management measures. Particular attention will be given to the proposed approach for ensuring reliable comparison between the baseline and endline surveys and adequate coverage of the 30 Eco Clubs (15 existing and 15 newly established) across the selected municipalities. This includes respondent tracking, attrition and replacement rules, and separate analysis of the 15 existing and 15 newly established Eco Clubs.
Financial offer (20%): will be evaluated based on the total cost proposed for the complete scope of services, including all personnel, fieldwork, travel, data collection, data analysis, reporting, and other costs required for successful implementation.

The indicative table below covers all 30 Eco Clubs and provides the municipality, school, club type, estimated membership and minimum baseline sample for survey planning and pricing purposes.

Indicative totals: 30 Eco Clubs in 30 schools (15 new and 15 existing/YENI), approximately 300 Eco Club members, and a minimum baseline sample of 240 respondents (8 per Eco Club).
