IT Outsourcing Specialist
Within IT Department
Location: Head Office, Prishtina
The IT Outsourcing Specialist is a technically competent member of the IT Department, responsible for coordinating and overseeing IT vendors and outsourced IT services throughout their lifecycle. The role combines a strong IT background with vendor and contract management, service monitoring, regulatory compliance, risk assessment, incident escalation, and coordination of IT projects and operational processes.
Responsibilities and Duties:
- Coordinate the full lifecycle of local and international IT vendors, from business need definition and due diligence through contracting, onboarding, performance monitoring, renewal, and exit.
- Manage the drafting, reviewing, negotiating, and maintaining IT contracts, Statements of Work, service descriptions, SLAs, KPIs, escalation paths, audit and access rights, information security clauses, business continuity requirements, subcontracting provisions, and termination support.
- Monitor vendor performance and service quality, analyse SLA and KPI results, track deficiencies and corrective actions.
- Manage the end-to-end lifecycle management of IT assets, including planning, procurement coordination, registration, allocation, inventory control, maintenance, replacement, secure disposal, and decommissioning.
- Ensure that IT vendor engagements and outsourced services comply with applicable Central Bank of Kosovo requirements, local legislation, internal bank policies, Group requirements, and relevant EBA outsourcing and ICT risk management guidelines.
- Maintain complete and audit-ready documentation, including the IT vendor and contract portfolio, outsourcing and ICT service registers, approvals, risk assessments, performance evidence, meeting records, and follow-up actions.
- Support IT incident, problem, and change management involving third parties, ensure timely escalation, follow up root-cause analysis and remediation, and monitor vendor delivery against agreed timelines.
Qualifications and Skills:
- University degree in Information Technology, Computer Science, Information Systems, Computer Engineering or related field.
- Minimum 3 years of professional experience in IT, preferably in IT operations, infrastructure, application support, IT service management, technical project coordination, vendor management, or IT outsourcing.
- Solid understanding of core IT environments and services, including infrastructure, networks, applications, databases, cloud or hybrid services, business continuity, disaster recovery, incident management, and change management.
- Practical experience working with IT vendors, reviewing technical and commercial proposals, coordinating contract execution, and monitoring deliverables, SLAs, KPIs, risks, and action plans.
- Good knowledge of IT governance and regulatory expectations relevant to banks, including Central Bank of Kosovo requirements, outsourcing and ICT third-party risk requirements, information security and data protection obligations, and relevant EBA guidelines.
- Strong analytical, organisational, negotiation, stakeholder-management, and problem-solving skills, with a high level of ownership and attention to detail.
- Ability to manage several vendors, contracts, incidents, and projects in parallel and to escalate issues in a timely and structured manner.
- Excellent written and verbal communication skills in Albanian and English.
- Relevant certifications such as ITIL, COBIT, ISO 27001, project management, cloud, networking, or cybersecurity are considered an advantage.
