Request for Proposals – Project Midterm Review
Kosova Democratic Institute (KDI) invites proposals for an independent midterm review of “Youth and Civil Society for Integrity – #GO4IT”, funded by the Swedish International Development Cooperation Agency (SIDA).
The review will assess the project’s results, implementation approaches and adaptations across youth engagement, citizen legal support, anti-corruption advocacy and partnerships. Its findings will inform priorities for the final project year and possible future programming.
The assignment involves approximately 10 working days between 1 December 2026 and 20 January 2027.
Individual consultants and consulting companies nominating a lead evaluator may apply. Applicants should demonstrate at least three years of relevant experience in evaluation, monitoring and learning, or applied research, including at least one comparable civil society or governance assessment. Knowledge of Kosovo’s institutional and civil society context, the ability to conduct interviews in Albanian and strong analytical writing in English are required. The evaluator must be independent of project implementation and disclose any potential conflict of interest.
Applications must include the following documents in English.

A CV highlighting relevant assignments.
A proposed approach of 1-2 pages, including the methodology, indicative timetable, estimated working days and availability.
One sample of a completed evaluation, review or comparable analytical report authored or co-authored by the proposed evaluator, specifying their contribution. A link or redacted copy is acceptable.
An all-inclusive financial offer in EUR, itemising the professional fee, applicable taxes and other assignment costs.
