General information about the project

Through the project “Enhancing well-being of children and youth with disabilities through improved social inclusion in Kosovo” funded by the Swedish International Development Cooperation Agency – Sida represented by the Embassy of Sweden in Prishtina, Save the Children Kosova/o (SCiK) is working to enhance the social inclusion of children, especially those with disabilities, and parents/caregivers in Kosovo through improved basic services, active involvement in child rights and biodiversity protection.

OBJECTIVE

SCiK is seeking to engage a local certified facilitator to build capacities of formal and non-formal service providers (including licensed NGOs, Centres for Social Work (CSWs), and Family Medicine Centres) on Save the Children’s Safe Families Common Approach. This will be achieved through a comprehensive four-day capacity-building training across 38 municipalities in Kosovo, focused on Child Rights, Child Development, Positive Parenting, Safeguarding, Gender, and Non-discrimination.

Experience and skillset required

The local facilitator should have the following skills and competencies:

A postgraduate (master’s) degree in social sciences, preferably focusing on psychology, social work, child development, gender, inequality, social justice or a related field.
Proven professional experience working with children and families, particularly in areas related to child rights, child development, positive parenting, safeguarding, gender, and non-discrimination.
Familiarity with the social service landscape in Kosovo and understanding of the specific challenges faced by vulnerable children and families.
Demonstrated experience in developing and implementing training programs, with a focus on child protection and family support.
Demonstrated experience with Save the Children’s Safe Families thematic common approach, and proficiency in using child-friendly teaching materials and handbooks, such as "Respect My Body,".
Strong communication and facilitation skills, with the ability to engage and motivate diverse groups of participants.
Ability to compile detailed quality reports, analyse progress and generate actionable recommendations to address challenges.
Excellent written and verbal communication skills in English

Timeline and deliverables

For the selected local facilitator, to fulfil the timeline provided below, 32 working days will be needed, while the assignment is expected to follow through September 2026 – December 2027.

Data Collection Requirements

As part of our Monitoring, Evaluation, Accountability and Learning processes, the local facilitator must keep clear attendance records of all beneficiaries of the activity(ies) organized through this engagement. Save the Children in Kosovo will share our Activity Beneficiary Database with the local facilitator, which must be filled out during the assignment and submited at the end of the engagement.

Should this engagement require the development and administration of pre- and post-surveys, or any questionnaires of the like, the local facilitator must consult with the Save the Children in Kosovo Monitoring, Evaluation, Accountability and Learning team to ensure that all relevant monitoring data is captured through any tools planned.

Payment information

SCiK will remunerate the local facilitator on a daily gross fee from which the income taxes and pension contribution will be withheld and paid, based on Kosovo Law. SCiK and the selected local facilitator will enter into a Framework Agreement, under which specific assignments will be commissioned through Procurement Orders (POs).

Payments will be made for each completed PO through bank transfer to the local facilitator’s bank account upon satisfactory completion and approval of the assignment and submission of the valid invoice referencing the relevant PO; completed timesheet(s) for the relevant period; and assignment report outlining the activities conducted, deliverables completed, and results achieved under the respective PO.

The fees are inclusive of all costs, overheads and expenses, including travel, subsistence and accommodation.

Child Safeguarding Policy

As a condition for entering into a framework agreement, the local facilitator must sign the Save the Children International Child Safeguarding Policy, and abide by the terms and conditions thereof.

Informacione të përgjithshme rreth projektit

Përmes projektit ‘Avancimi i Mirëqenies së fëmijëve dhe të rinjëve me aftësi të kufizuara përmes përmirësimit të përfshirjes sociale në Kosovë’ mbështetur nga Sida përfaqësuar nga Ambasada e Suedisë në Prishtinë, Save the Children Kosova/o (SCiK) është duke punuar në avancimin e gjithëpërfshirëse sociale për fëmijë, veçanërisht ata me aftësi të kufizuara dhe prindërit/kujdestarët e tyre në Kosovë, përmes përmirësimit të shërbimeve bazike, përfshirje aktive në të drejtat e fëmijëve dhe mbrojtjen e diversitetit.

Objektivi

SCiK kërkon të angazhojë një (1) lehtësues vendor për të ndërtuar kapacitetet e ofruesve formal dhe jo-formal të shërbimeve (përfshirë OJQ-të e licencuara, Qendrat për Punë Sociale – QPS-të, dhe Qendrat e Mjekësisë Familjare – QMF-të) në Qasjen e Save the Children ‘Safe Families’. Kjo do arrihet përmes një trajnimi katër ditorë në 38 komunat e Kosovës, me fokus në të Drejtat e Fëmijës, Zhvillimi i Fëmijës, Prindërimi Pozitiv, Siguria/Mbrojtja, dhe Mos-Diskriminimi.

Për më tepër, trajnimi do u mundësoj ofruesve të shërbimeve të kuptojnë të drejtat dhe zhvillimin e fëmijëve, barazinë gjinore, principet e prindërimit pozitiv, dhe mbrojtjen nga rreziku. Gjithashtu, do u lehtësoj atyre të mbështetin komunitetin në kërkimin e ndihmës kurdo që kanë nevojë.

Përvoja dhe shkathtësitë e nevojshme

Lehtësuesi vendor duhet të posedojnë kualifikimet e mëposhtme:

Një diplomë pasuniversitare (master) në shkencat sociale, mundësisht e fokusuar në psikologji, punë sociale, zhvillimin e fëmijëve, gjininë, pabarazinë, drejtësinë sociale ose një fushë të ngjashme.
Përvojë e dëshmuar profesionale në punën me fëmijët dhe familjet, veçanërisht në fushat që lidhen me të drejtat e fëmijëve, zhvillimin e fëmijëve, prindërimin pozitiv, mbrojtjen, gjininë dhe mos diskriminimin.
Njohja me fushën e shërbimeve sociale në Kosovë dhe të kuptuarit e sfidave specifike me të cilat përballen fëmijët dhe familjet e cenueshme.
Eksperiencë e dëshmuar në zhvillimin dhe zbatimin e programeve të trajnimit, me fokus mbrojtjen e fëmijëve dhe mbështetjen e familjes.
Përvoja e demonstruar me Qasjen Safe Families dhe aftësi në përdorimin e materialeve dhe manualeve mësimore të përshtatshme për fëmijët, si "Respect My Body".
Aftësi të mira komunikimi dhe lehtësimi për të angazhuar dhe motivuar grupe të ndryshme pjesëmarrësish.
Aftësia për të përpiluar raporte të detajuara për të analizuar progresin dhe për të gjeneruar rekomandime të zbatueshme për të adresuar sfidat.
Aftësi të shkëlqyera komunikimi në gjuhën angleze.

Afati kohor dhe produktet

Për lehtësuesin vendor të angazhuar, për të përfunduar detyrat e listuara më poshtë, kërkohen 32 ditë pune, përderisa angazhimi pritet të zgjasë përgjatë shtator 2026 – dhjetor 2027.

Kërkesat për Mbledhjen e të Dhënave

Si pjesë e proceseve tona të Monitorimit, Vlerësimit, Llogaridhënies dhe Mësimit, lehtësuesi vendor duhet të mbajë të dhëna të qarta për pjesëmarrjen e të gjithë përfituesve të aktivitetit/aktiviteteve të organizuara përmes këtij angazhimi. Save the Children në Kosovë do të ndajë me lehtësuesin vendor Bazën e të Dhënave të Përfituesve të Aktivitetit tonë, të cilën duhet plotësuar gjatë detyrës dhe të dorëzohet në fund të angazhimit.

Nëse ky angazhim kërkon zhvillimin dhe administrimin e anketave para dhe pas programit, ose ndonjë pyetësori të ngjashëm, lehtësuesi vendor duhet të konsultohet me ekipin e Monitorimit, Vlerësimit, Llogaridhënies dhe Mësimit të Save the Children në Kosovë për të siguruar që të gjitha të dhënat përkatëse të monitorimit të përfshihen përmes çdo mjeti të planifikuar.

Informata mbi pagesës

SCiK do ta paguaj lehtësuesin vendor me një tarifë bruto ditore nga e cila do të mbahen dhe paguhen taksat mbi të ardhurat dhe kontributet pensionale, bazuar në Ligjin e Kosovës. SCiK dhe lehtësuesi vendor i përzgjedhur do të hyjnë në një Marrëveshje Kornizë, sipas së cilës do të porositen detyra specifike përmes Urdhrave të Blerjes (PO).

Pagesat do të bëhen për çdo PO të përfunduar, përmes transferit bankar në llogarinë bankare të lehtësuesit vendor, pas përfundimit dhe miratimit të kënaqshëm të detyrës dhe dorëzimit të faturës së vlefshme që i referohet PO-së përkatëse; fletës(ave) së orarit të plotësuar (timesheet) për periudhën përkatëse; dhe raportit të detyrës që përshkruan aktivitetet e kryera, rezultatet e përfunduara dhe rezultatet e arritura sipas PO-së përkatëse.

Tarifat përfshijnë të gjitha kostot dhe shpenzimet e përgjithshme, duke përfshirë udhëtimin, jetesën dhe akomodimin.

Politika për Mbrojtjen e Fëmijëve

Si kusht për lidhjen e një marrëveshjeje kornizë, lehtësuesi vendor duhet të nënshkruajë Politikën për Mbrojtje të Fëmijëve të Save the Children International, dhe të respektojë termat dhe kushtet e saj.
