Objektivi
Save the Children Kosova/o (SCiK) synon të angazhojë një (1) Ekspert/e Vendor/e për të mbështetur Grupin Punues të Ministrisë së Punës, Familjes dhe Vlerave të Luftës Çlirimtare (MPFVLÇ) në rishikimin, ndryshimin dhe finalizimin e legjislacionit dytësor në kuadër të Ligjit për Shërbimet Sociale dhe Familjare, me fokus të veçantë në procedurat për inspektimin e ofruesve të shërbimeve sociale dhe familjare, procedurat për caktimin e kujdestarisë, llojet e kujdestarisë dhe çështje të tjera që lidhen me kujdestarinë, si dhe procedurat për ofrimin e shërbimeve sociale dhe familjare në kuadër të procesit të adoptimit, duke mundësuar fleksibilitet për ofrimin e mbështetjes edhe për procese të tjera përkatëse ose çështje rregullative që mund të identifikohen dhe adresohen sipas nevojës gjatë zbatimit të angazhimit, në dakordim me Grupin Punues të Ministrisë dhe SCiK. 
Shërbimet që duhet ofruar
Eksperti/ja Vendor/e pritet të mbështesë Grupin Punues të MPFVLÇ, përfaqësuesit e shoqërisë civile dhe palët e tjera relevante të interesuara në sektorin e shërbimeve sociale në hartimin, rishikimin dhe finalizimin e draft udhëzimeve administrative ekzistuese, dhe proceseve të tjera përkatëse ose çështje rregullative që burojnë nga Ligji për Shërbimet Sociale dhe Familjare, i cili ka hyrë në fuqi në fund të vitit 2023. Eksperti/ja Vendor/e do të lehtësojë procesin e hartimit, konsultimit dhe rishikimit, duke ofruar mbështetje teknike për Grupin Punues të MPFVLÇ dhe duke mbështetur finalizimin e legjislacionit dytësor përgjatë gjithë procesit deri në miratimin përfundimtar të tij.
Eksperti/ja Vendor/e do të punojë ngushtë me ekipin e Mbrojtjes së Fëmijës dhe Sigurimit të Cilësisë të SCiK gjatë gjithë periudhës së angazhimit.
Përvoja dhe aftësitë e nevojshme
Eksperti/ja Vendor/e duhet të ketë aftësitë dhe njohuritë thelbësore të mëposhtme:

Diplomë pasuniversitare për politikat publike, juridik, të drejtat e njeriut dhe/ose mbrojtjen sociale; PhD është një përparësi;
Të paktën 10 vjet përvojë pune në fushën e politikave të zhvillimit të të drejtave të fëmijëve; programet që lidhen me mirëqenien sociale dhe/ose mbrojtjen e fëmijëve kanë përparësi;
Ekspertizë e dëshmuar në mbështetjen e proceseve legjislative / politikëbërjes / dizajnimit të shërbimeve të mbrojtjes sociale të ndjeshme ndaj fëmijëve dhe/ose mirëqenies sociale përmes angazhimit me palë të ndryshme;
Të ketë njohuri në fushën e mbrojtjes sociale të ndjeshme ndaj fëmijëve dhe/ose mirëqenies sociale në kontekstin shkencor, ndërkombëtar dhe lokal;
Ekspertizë e dëshmuar në cilësinë, qartësinë dhe konsistencën e rekomandimeve ligjore;
Përvojë të mëparshme të dëshmuar në ofrimin e ekspertizës me cilësi të lartë dhe efektive për politika publike.

Afati kohor
Periudha e angazhimit duhet të përfundojë ndërmjet 21 shtatorit dhe 24 dhjetorit 2026, me gjithsej 25 ditë pune, sipas afatit të paraqitur më poshtë. Shpërndarja e ditëve të punës ndërmjet fushëveprimit të punës dhe akteve specifike të legjislacionit sekondar të listuara më poshtë do të mbetet fleksibile dhe mund të rregullohet në varësi të ecurisë së procesit, nivelit të mbështetjes teknike të nevojshme, si dhe prioriteteve të reja të identifikuara nga Grupi Punues i Ministrisë dhe SCiK. Çdo rregullim i tillë do të mbetet brenda fushëveprimit të dakorduar të angazhimit dhe kufirit maksimal prej 25 ditësh pune.


Përditësimet/raportimet e statusit
Eksperti/ja Vendor/e duhet të mbajë komunikim të vazhdueshëm me përfaqësuesit e SCiK gjatë gjithë periudhës së angazhimit.
Në rast të ndonjë vonese apo pengese në përmbushjen e detyrave, kjo duhet të raportohet menjëherë, brenda 24 orëve, stafit të SCiK.
Kushtet dhe pritjet e përgjithshme
Ofrimi i qasjes së shpejtë në të gjitha materialet përkatëse të përgatitura nga SCiK.
Informata mbi pagesën
SCiK do ta kompensojë Ekspertin/en Vendor/e me një tarifë bruto ditore, nga e cila do të zbriten dhe paguhen taksat mbi të ardhurat dhe kontributet pensionale, në përputhje me legjislacionin në Kosovë. Kushtet e pagesës do të ndjekin politikën e pagesës së Save the Children International. Të gjitha pagesat do të bëhen nëpërmjet transferit bankar brenda Kosovës.
Eksperti/ja Vendor/e do t'i lëshojë SCiK një faturë për tarifën, në përputhje me afatin kohor (shih afatin kohor më sipër). SCiK do ta bëjë pagesën nëpërmjet transferit bankar në llogarinë bankare të Ekspertit/es Vendor/e brenda katërmbëdhjetë (14) ditëve pas dorëzimit të detyrave siç specifikohet në Tabelën e Rezultateve dhe në evidencën e angazhimit (timesheet) nga Eksperti/ja Vendor/e.

Local Expert to provide technical expertise for developing secondary legislation of the Law on Social and Family Services

Objective
Save the Children Kosova/o (SCiK) seeks to engage one (1) Local Expert to support the Working Group of the Ministry of Labor, Family and Liberating War Values (MLFLWV) in reviewing, revising, and finalizing the secondary legislation under the Law on Social and Family Services, with a particular focus on the procedures for the inspection of social and family service providers, the procedures for the appointment of guardians, the types of guardianship and other matters related to guardianship, and the procedures for the provision of social and family services within the adoption process, while allowing flexibility to provide support to other relevant processes or regulatory matters that may be identified and addressed as needed during the assignment, in coordination with the Ministry’s Working Group and SCiK.
Services to be provided 
The Local Expert is expected to support the Working Group of the MLFLWV, civil society representatives, and other relevant stakeholders in the social services sector to develop, review and finalize the existing drafts of the Administrative Instructions, and other relevant processes or regulatory matters, deriving from the Law on Social and Family Services, which entered into force at the end of 2023. The Local Expert will facilitate the drafting, consultation, and revision process, providing technical support to the Ministry's Working Group and supporting the finalization of the secondary legislation throughout the process leading to its final approval.
The Local Expert will work closely with SCiK's Child Protection and Quality Assurance team throughout the assignment.
Experience and skill set required
The Local Expert should have the following essential skills and knowledge:

Post-graduate degree on public policy, law, human rights, and/or social protection; PhD is an advantage;
At least 10 years of work experience in the field of child rights development policies; programmes related to social welfare and/or child protection has an advantage;
Documented expertise in supporting the legislative processes / policy making /service design of child-sensitive social protection and/or social welfare through diverse stakeholder engagement;
Be knowledgeable in the area of child-sensitive social protection and/or social welfare in the scientific, international and local context;
Documented expertise in quality, clarity and consistency of legal recommendations;
Demonstrated previous experience in delivering high-quality and effective public policy positioning expertise.

Timeframe
The period of engagement shall be completed between 21 September and 24 December 2026, with a total of 25 working days, as outlined in the schedule below. The allocation of working days across the scope of work and the specific secondary legislation listed below shall remain flexible and may be adjusted based on the progress of the process, the level of technical support required, and any emerging priorities identified by the Ministry's Working Group and SCiK. Any such adjustments shall remain within the agreed scope of the assignment and the maximum allocation of 25 working days.


Status Updates / Reporting
Local Expert must maintain continuous communication with SCiK representatives throughout the engagement period.
In the event of any delay or obstacle in the fulfilment of the tasks, this must be reported immediately, within 24 hours, to the SCiK staff.
General assumptions and conditions
Providing the Local Expert with quick access to all relevant materials prepared by SCiK.
Payment information
SCiK will reimburse the Local Expert with a gross daily fee, from which income taxes and pension contributions will be deducted and paid, in accordance with the legislation in Kosovo. The terms of payment shall follow the payment policy of Save the Children International. All payments will be made via bank transfer within Kosovo.
The Local Expert will issue an invoice to SCiK for the fee, in accordance with the timeline (see timeframe above). SCiK will make the payment via bank transfer to the bank account of the Local Expert within fourteen (14) days after the submission of the assignments as specified in the Table of Results and timesheet by the Local Expert.
