General Information about the project
Through the project “Advancing the Wellbeing of Children and Youth with Disabilities through Improved Social Inclusion in Kosovo”, supported by the Swedish International Development Cooperation Agency (Sida) represented by the Embassy of Sweden in Prishtina, Save the Children is working to advance social inclusion for children, particularly children with disabilities and their parents/caregivers in Kosovo, through the improvement of basic services, active participation in children’s rights, and the promotion of diversity.
Among other activities, the project is supporting the Employment Agency of the Republic of Kosovo (EARK) and Vocational Training Centres (VTC) in mainstreaming inclusive policies and guidelines for persons with disabilities.
Purpose and objectives
The purpose of this assignment is to strengthen the capacities of staff of VTCs to deliver inclusive vocational training services for persons with disabilities, in line with the revised manual and contemporary inclusive vocational education and training practices.
Specific objectives of the assignment are:

To provide a two-day training for VTC staff on disability concepts and the rights-based approach.
To present the changes and newly integrated content of the revised Vocational Education and Training Manual.
To strengthen staff knowledge on the Individual Vocational Training Plan and the Reasonable Accommodation Plan.
To develop practical staff capacities for identifying and addressing barriers that hinder the inclusion of persons with disabilities in vocational training.
To promote inclusive approaches and practices in service delivery within VTCs.
To encourage collaboration and reflection among VTC staff on challenges and best practices in inclusive vocational training.

Key Areas and Responsibilities
The engaged consultant will be responsible for:

Developing the agenda and methodology for the two-day training.
Preparing training materials and presentations in line with the revised manual and the needs of VTC staff.
Delivering a two-day training for the staff of VTCs.
Facilitating interactive discussions, practical exercises, and group work during the training.
Presenting the new content integrated into the manual, with focus on:

Individual Vocational Training Plan;
Reasonable Accommodation Plan;
Inclusive approaches for persons with disabilities.

Providing recommendations for improving inclusive practices in VTCs.
Preparing and submitting a final assignment report, including implemented activities, training evaluation, and recommendations.

Experience and skillset required 
The consultant should possess the following qualifications and experience:

University degree in Education, Social Sciences, Psychology, Social Work, or related fields.
Experience in developing and delivering professional training and capacity building programs.
Proven experience working with persons with disabilities, particularly in vocational education and training.
Advanced knowledge of inclusion, reasonable accommodation, and rights-based approaches.
Strong communication, presentation, and facilitation skills.
Ability to deliver interactive and practice-oriented trainings.
Strong analytical and reporting skills.

Timeline and deliverables
To achieve the expected results presented in the table below, the selected consultant will be engaged for 9 working days, during the period from September to November 2026.

Data collection requirements
As part of our Monitoring, Evaluation, Accountability and Learning processes, the consultant must keep clear attendance records of all beneficiaries of the activity(ies) organized through this engagement. Save the Children will share our Activity Beneficiary Database with the consultant, which she/he must fill out during the assignment and submit at the end of the engagement. 
Should this engagement require the development and administration of pre- and post-surveys, or any questionnaires of the like, the consultant must consult with the Save the Children’s Monitoring, Evaluation, Accountability and Learning team to ensure that all relevant monitoring data is captured through any tools planned.
Payment Information
Save the Children will remunerate the consultant on a daily gross fee from which the income taxes and pension contribution will be withheld and paid, based on Kosovo Law. 
Save the Children will make the payment through bank transfer in the consultant’s bank account upon completion and approval of the assignment and submission of the completed timesheet and invoice. Payment will only be made upon receipt of a valid invoice accompanied by the timesheet/s for the relevant period. 
The fees are inclusive of all costs, overheads, and expenses, including travel, subsistence, and accommodation.
Child Safeguarding Policy
As a condition for entering into a service agreement, the consultant must sign Save the Children International’s Child Safeguarding Policy.
