Kosovo Investment climate II ProjecT

PROJECT BACKGROUND AND OBJECTIVES

This TOR sets out responsibilities of a Senior Investment Climate Expert (hereinafter the Consultant), to be procured for the “Kosovo Investment Climate II” Project. OBJECTIVES/PURPOSE OF ASSIGNMENT

Project proposes programmatic assistance on the national and municipal levels of government. The proposed project will provide critical regulatory and investment policy tools to help Kosovo in its European Union (EU) accession process, to streamline the administrative procedures for businesses and attract FDI. 

The project goal is to increase the competitiveness of Kosovo by assisting Government to achieve investment climate reforms. The Project will assist the client (Ministry of Industry, Entrepreneurship and Trade – MINT and its respective agencies) with streamlining and simplifying policies and administrative procedures in attraction and retention of the FDI and other Strategic Investment Projects (SIP) in Kosovo. 

SCOPE OF WORK

The specific tasks of this position include the following:

  • Assist MINT and its Department for Strategic Investments (DSI) in development of the Investment Policy tools that will help to attract and retain foreign investors, harness spill-over from FDI and spur local business development.
  • Assist MINT and DSI in detailed mapping process of the administrative procedures for the Strategic Investment projects and other FDI projects;
  • Assist DSI in processing the application for the SIP Projects and detailed reviewing of these documents before proceeding them to the Inter-Ministerial Committee as an competent authority that will recommend the eligible projects for awarding with Strategic Investor status by the Kosovo Parliament;
  • Assist MINT and KIESA to development a Systemic Investment Response Mechanism (SIRM) in providing potential solutions for investors grievances and FDI investment retention;
  • Meet with technical counterparts within KIESA and other relevant institutions to develop further action plans in increasing efficiency of the investment promotion activities from basic promotional activities from trade fairs into more proactive approach by targeting the FDI potential investors on individual basis;
  • Assist KIESA with specific trainings on investor outreach campaign activities and direct support in the administrative and business regulation;
  • Assist KIESA in development (updating) and management of Strategic Investors database and tracking each application;
  • Prepare recommendations for each reviewed law and/or sub-legal acts, i.e. Administrative Instruction, Regulation, etc., and also follows its implementation of recommended changes; assist in preparing explanations and amendments for each reviewed measure, as needed;
  • Support IFC staff in the final discussions with relevant MINT/KIESA officials;
  • Other duties as required by the Project Manager/Coordinator.

DELIVERABLES

  • Conduct focus groups with business and/or potential SIP/FDI investors to discuss the most relevant technical barriers and administrative procedures in order to identify the measures for further simplification and streamlining of the procedures that can be amended through the implementation of the new Strategic Investment Law (that is to be amended by Kosovo Parliament);
  • Provide report containing mapping and analysis of reviewed formalities;
  • Draft legal documents that implement the recommended changes;
  • Complete database of all SIP and FDI projects that shall invest in Kosovo as result of the technical assistance to MINT/KIESA.

The consultant will do work in Prishtina (MINT/KIESA Headquarter).

SELECTION CRITERIA

  • Master in Economic Studies, International Development, Public Administration, Technical Sciences, Law/Legal field or other relevant university.
  • Practical experience of minimum 15 years of working on analysis of business regulatory issues in Kosovo; working on reviewing administrative and business regulation and impact on business; working on strengthening the private sector companies in Kosovo and FDI projects; working with international business supporting organizations and/or companies in Kosovo.
  • Strong organizational and project management skills, and capacity to gather and analyze legal and regulatory data.
  • Analytical and problem solving skills in operational tasks, identifying issues, and presenting findings and recommendations.
  • High level of energy, initiative; drive for results with agreed objectives and deadlines.
  • Proven ability to self-start work without close supervision, handle several different task simultaneously, and deal with rapidly shifting priorities under pressure, while maintaining attention to detail.
  • Strong interpersonal skills and ability to work as part of a team in diverse and multi-sector environment. Previous experience in managing people and teams is preferred.
  • Native speaker of one of the official languages in Kosovo, also good English is must.
  • Excellent command of Excel and Word.
  • Ability to travel throughout and outside of Kosovo.
