  1. PROJECT BACKGROUND:

Through the Kosovo TEAM Activity, DAI team is supporting USAID/Kosovo to address corruption at the municipal level by increasing the transparency and effectiveness of municipal procurement systems. USAID TEAM is focusing on the following three program components:

  1. Develop, refine and roll out models for transparent and accountable municipalities;
  2. Engage the central level in addressing municipal corruption within the procurement process; and
  3. Enable civil society to track and expose corruption.

USAID TEAM works extensively in 15 municipalities to champion anti-corruption reforms. In addition, USAID TEAM works with selected entities within the Government of Kosovo that are relevant to addressing corruption at the municipal level. The Activity also provides sub-contracts or grants to national-level Civil Society Organizations that are monitoring all 38 municipalities in areas such as procurement and recruitment while ensuring greater citizen engagement, especially in rural areas.

  1. 2. ROLE’S PURPOSE:

The Municipal Contract Management Advisor will be responsible for assisting municipalities in all contract management processes. The Advisor will support Kosovo municipalities on improving technical specification and implementation of contract management activities, by providing coaching and mentoring and by introducing mechanisms enabling more effective project and contract management. To complete this work, USAID TEAM is seeking up to two Contract Management Advisors.

  1. OBJECTIVES AND DUTIES
  • Manage/oversee municipal implementation activities related to project and contract management in coordination with the Component One Lead.
  • Coach, mentor, and contribute to the design of capacity building efforts with relevant municipal staff and project team.
  • Increase capacity of municipal officers to manage the project cycle with focus on contract management.
  • Provide on-the-job coaching on design tasks for requesting units.
  • Provide on-the-job support: review and advice for improving technical specifications and project designs.
  • Provide on-the-job support in contract management for focus municipalities.
  • Perform field visits on construction sites with relevant municipal staff; on site coaching for maintaining administrative and technical documentation and coaching in monitoring of works/services.
  • Assist and advise contract managers to carry notes on the electronic e-procurement platform and update them in the new modules for contract management and the economic operator's performance.
  • Support municipal staff in behaving ethically to reduce corruption.
  • Contribute to and oversee monitoring and evaluation of municipal level project activities, including data collection and analysis, in focus municipalities.
  • Provide input and write project reports and success stories for assigned municipalities or technical areas.
  • Collaborate with the project team to identify successes and challenges in technical activities.
  • Provide recommendations on needed expert short-term technical assistance and on-demand basis.
  • Promote knowledge sharing and foster collaboration across municipalities.
  • Support data collection, adaptive management, and M&E, as needed.
  • Other relevant tasks upon request.
  1. DELIVERABLES
  • Assessment report with list of activities, findings, and recommendations for implementation of contracts.
  • Provide on-the-job coaching for the processes of technical specifications project designs on selected municipalities.
  • Provide on-the-job coaching and joint field visits on sites for contract managers on the process of implementation of contracts on municipalities.
  • Weekly, Periodic and Final Report in English, with list of activities, findings, and recommendations for improvement.
  1. QUALIFICATIONS
  • University degree (master’s degree or equivalent) in architecture, construction, or related engineering fields.
  • At least 7 years of relevant work experience in the field of project/municipal contract management.
  • Proven experience in coaching, mentoring, and capacity building in related fields preferred.
  • Proven ability to establish and maintain effective working relationships with all levels of stakeholders, including municipal counterparts, partners, project staff and general public.
  • Good management, analytical, problem-solving, and communication skills.
  • Experience with USAID or other donor organizations preferred.
  • Fluency in Albanian required; fluency in English and Serbian preferred.
  • Vehicle and valid driver’s license required.
