ROLE PURPOSE:
Norwegian People’s Aid (NPA) is a humanitarian organization rooted in the Norwegian labor movement established in 1939. NPA is currently working in more than 30 countries around the world.
In Kosovo NPA is a Mine Action and Disarmament programme that will focus on demining, in particular clearance of Cluster Munitions in northern Kosovo. The programme currently has funding from the Norwegian Ministry of Foreign Affairs, the United States and and Japan and currently employs 74 staff. As we are expanding, we are looking for interested candidates for the position Project Officer to be based in Prishtina, Kosovo.
Job Description
The Project Officer will plan, develop, implement, administer and ensure the effective and flexible coordination and implementation of projects within NPA Kosovo.
Responsibility:
- Support the Country Director in ensuring successful delivery of the project objectives
- Support day-to-day supervision of project implementation and overall coordination of project outcomes;
- Preparation of project proposals for new applications within the NPA, assistance in writing project proposals.
- Understand the project work plan and manage the project effectively
- Inform the Country Director of progress of work and deliverables, keeping her/him up to speed of any issues, risks or potential delays
- Support with completion of progress reports to feed into donor report
- Proactively identify and support mitigation of project risks and issues
- Take part in and support the key project meetings e.g. project team meetings, partner meetings, workshops with various stakeholders etc.
- Liaise with other projects and NPA team as relevant
- Successfully complete tasks which are delegated to the Project Officer by the Country Director
- Complete structured and rigorous analysis as delegated by the Country Director
- Support and contribute to project advocacy and communications initiatives
- Monitor project progress and quality; and report on project as a core part of continuous learning throughout the project lifetime
- Support the Country Director and other NPA staff with fundraising efforts and assists on other organizational matters.
Filing:
- Responsible to file properly all project documentation according to guidelines.
- Should upload all electronic filing on the specified folder on SharePoint.
- Responsible to maintain physical and electronic documents, filing and backup
Perform other duties as assigned by line manager and country director.
EXPERIENCE AND SKILLS
- Experience of working in project environments and supporting the successful delivery of projects
- Excellent analytical and problem solving skills
- Some experience in using project management processes and tools including risk management, benefits management, financial management and quality assurance
- Strong communication skills (written & oral English), including the ability to communicate and present to key stakeholders
- Strong influencing and negotiation skills, together with the ability to influence and motivate others
- The role will involve liaison with a wide range of people and will require a proven track record in dealing with people at all levels with credibility, tact and diplomacy
- Demonstrated ability to remain objective/neutral
- Ability to resolve issues swiftly and decisively whilst safeguarding standards and procedures
Requirements:
- Advanced university degree in international development, social sciences, public administration or other relevant fields;
- At least 2 years’ relevant professional experience;
- Extensive knowledge of key issues in Kosovo, the region, and related international and EU issues;
- Experience of project implementation;
- Excellent analytical and writing skills, ability to formulate well-targeted project ideas and activities;
- A strong capacity for effective teamwork, a high degree of flexibility, willingness to work long hours and under pressure of deadlines;
- Ability to work in a fast-paced and challenging environment. Deal and work with multi- tasks and agendas.
- Excellent spoken and written English.
- Fluency in spoken and written Albanian, Serbian an advantage.
