HANDIKOS is seeking for a skilled, energetic and committed professional to coordinate the EU funded project named “Promoting inclusiveness and outreach of the consultative
processes for governance and public administration reforms in the disability sector at Local, National and Regional level” (2019-2022), implemented in partnership with Disability Partnership Finland, and Threshold (Finish NGO’s), and Kosovo Association of Deaf & Kosovo Association of Blind.

Through this project, we aim to strengthen the capacity of different levels of government to draft, review and implement disability inclusive legislation; increase the awareness on accessibility among the government officials; strengthen the dialogue between Disabled people’s organizations (DPOs) and government;
increase organizational capacities and knowledge of DPOs and their networks on advocacy, media relations and accessibility.

And, strengthen partnership and joint advocacy of
DPOs to empower and include PWDs in Kosovo society.


HANDIKOS (Association of Paraplegics and Paralyzed Children of Kosovo), established in Kosovo in 1983, aims to achieve full recognition and participation of people with disabilities (PWD) in society. HANDIKOS actively advocates at local and central level for the rights of PWD. The goal is to create an enabling and inclusive environment through increasing employment opportunities; improving access to education, social welfare and social security
schemes; and improving physical accessibility.

Job purpose

The Project Coordinator will be responsible for the overall coordination of the project with partners, including the implementation, Monitoring and Evaluation and reporting.

S/he will be the bridge between management, Steering Committee, and the teams tasked with the actual execution of the project, making sure that the scope of the project is sound, reporting regularly on the progress of the project and ensuring that they stay on approved schedules. In addition, the Project Coordinator will be responsible for the direct implementation of certain activities, such as capacity building, networking and advocacy that will necessitate working closely with government officials at the local and national level, and with other stakeholders.

The position will be based in HANDIKOS offices in Prishtina, Kosovo.


  • Coordinates the overall management and implementation of the project, and development of plans and interventions, with partners;
  • Liaison between the management, Steering Committee and teams tasked with project implementation;
  • Liaise with local and national government institutions to ensure the achievement of project results, ensuring in particular close working relations with national and local authorities;
  • Prepare the terms of reference and identify consultants/institutions to undertake contracted activities, in accordance with the project implementation plan;
  • Monitor and supervise the work of consultants;
  • Provide support to missions and consultants visiting/engaged in project implementation, including preparing itineraries, appointments and liaising with the Project Assistant, to assist with travel and other logistical arrangements;
  • Ensures that the project achieves its targets as foreseen with overall and specific objectives, outcomes and outputs indicators;
  • Ensure timely conduct of project activities, including those to be implemented by partner organizations.
  • Oversee the work of the implementing partners’ staff members involved in the implementation of the project;
  • Ensures the visibility of the project and communication strategy;
  • Oversees the overall implementation of the project, including progress with annual plan and accompanying logframe & budget;
  • Prepares and updates work plan monthly, quarterly and annual reports, in cooperation with partners, and ensures timely reporting to the donor;
  • Assisting in monitoring of the implementation of the action interventions;
  • Ensures that the official records and documents are accordingly maintained, and that project documents and implementation are in harmony with the EU rules and guidelines,
    Kosovo legislation, and international best practice;
  • Participate in project meetings and workshops and other activities as required;

Person specification

  • University Degree in relevant areas for this position;
  • At least 5 years of previous work experience in similar positions within civil society;
    organizations, especially in protecting and promoting human rights;
  • Proven experience in project cycle implementation, monitoring and evaluation related to
    the sector;
  • Strong management skills, including ability to provide strategic guidance, technical
    oversight, build strong teams, mentor staff, develop work plans, and manage budgets
    and project expenditures;
  • Self-driven and able to deliver results with minimum supervision;
  • Experience working with the EU funded projects;
  • Sound knowledge of donor requirements related to project, including reporting and
  • Ability to work effectively with partners, government institutions and other local and
    national stakeholders in carrying out activities;
  • Good report-writing skills with excellent written and spoken English and Albanian;
  • Serbian language and other EU languages are considered an asset;
  • Demonstrable, communication, interpersonal and team working skills;
  • Proficiency in working with computer, Microsoft Office and with social media;
  • A positive problem-solving approach;
  • Ability to work under pressure and to strict deadlines;
