  • Employment is subject to 2020 Unified Budget Post Table approval Tasks and Responsibilities: In the context of the implementation of the mandate of the OSCE Mission in Kosovo, under the Human Rights and Communities Department and supervision of Chief of Communities Section, the National Programme Officer, Communities Policy is responsible for:
  • Identifying and developing contacts with key interlocutors relevant to displacement within the Western Balkan region and supporting Kosovo institutions in implementing the Action Points on Durable Solutions for Displaced Persons from Kosovo.
  • Contributing to the development of policy paper, briefing papers, talking points and recommendation on the situation of displaced persons from Kosovo;
  • Organizing and facilitating meetings with a broad range of interlocutors from relevant institutions in relation to return issues, including with relevant offices and institutions in Western Balkan region; Co-ordinating and sharing information appropriately with OMIK, as well as with OSCE missions in Skopje, Belgrade and Podgorica, and with relevant international organizations such as UNHCR and the EU;
  • Based on the research conducted, contributing to proposals for specific monitoring exercises to be implemented by Field Teams in Regional Centres in order to identify specific aspects of community protection and participation;
  • Providing expert advice on Return and Reintegration and Security and Dialogue to further capacity building of institution representatives and/or non-majority communities;
  • Analysing the implementation of the Framework Convention on National Minorities (FCNM) and the recommendations and communications from the Advisory Committee of the FCNM in Kosovo, in order to provide the supervisor with policy guidance and identify issues and concerns;
  • Independently or in co-operation with colleagues in the Communities Section developing and implementing project, taking overall responsibility for project activities assigned by the Chief of Section and ensuring that the project activities are successfully implemented in accordance with project objectives throughout the project cycle, including meeting interlocutors, designing action plans, budgets, implementation plans and final report and evaluation;
  • Providing guidance, expertise and supervising activities on Returns and Reintegration, Security and Dialogue and other thematic areas covered by the Section and implemented by the field staff in accordance with project objectives;
  • For setting up strategic directions, identifying sources of information, gathering documentation and researching/analysing international human rights standards and instruments and internal law standards as they relate to the protection and participation of communities;
  • Performing other duties as required.

Necessary Qualifications:

  • University degree in social science or other relevant subject
  • Minimum 4 years professional experience with national or international agency in the protection or promotion of human rights; displaying initiative, leadership, and good communication within a team
  • Established skills in management, report writing, work prioritizing and computer literate with experience with Microsoft packages
  • Prior experience in human and community rights and training on minority rights and project management would be an asset
  • Excellent written and oral communication skills in English and in local languages
  • Holding a valid driving license.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1784.67 Euro/month. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
