On March 26, 2015 the Assembly of Republic of Kosovo approved the Financial Agreement between the Kosovo Government and the International Development Association. The Kosovo Health Project (KHP), restructured in May 2018, is worth US$ 15.69 million. Its objective is to contribute to (i) developing the building blocks to introduce Social Health Insurance (SHI); and (ii) strengthening primary health care (PHC) in selected municipalities.

The project consists of three components:

Component 1: Establishing building blocks for the introduction of SHI.

Component 2: Strengthening PHC in selected municipalities.

Component 3: Project management and communications.

Overall objective of the assignment

The overall objective of this assignment is to carry out an independent technical audit to verify the number of patients registered in the Avicenna / web-based HISs with a personal identification number as of December 31, 2018, and as of June 30, 2019.

Scope of work:

Under these TORs, the consulting firm will:

  • Carry out a systematic random sampling methodology in each of the municipalities, using the MoH’s list of patients registered with a personal ID number in the Avicenna / web-based HISs as of December 31, 2018 and as of June 30, 2019. For each municipality, 100 registered patients will be selected randomly. If there are less than or around 100 registered patients, then all registered patients will be selected. The firm will consult with the client on the exact details for the systematic random sampling process.
  • Randomly select sampled patients. Since the phone number will not be available for some initially selected patients, the consulting firm will continue to select randomly patients until they reach the right number of selected patients for whom a phone number has been entered.
  • Prepare the interview guide for enumerators.
  • For each selected patient, call and ask the patient to confirm if he/she is effectively a patient of public primary health care facilities in the municipality.
  • Replace patients who do not answer after callbacks with other randomly selected patients.
  • Ensure quality data through standard supervision and quality control measures including a sample of random callbacks and tracking of enumerators, and data entry program including automatic consistency and range checks.
  • Seek to explain any discrepancy found between the MoH’s data and the audit data.
  • Prepare audit report for a non-technical audience.

Qualifications and experience of the Consultant:

The Ministry of Health would like to contract a consulting firm with:

  • Demonstrated experience in similar verification / technical audits over the past five years;
  • At least five years’ experience in surveys; 
  • Availability of staff with professional qualifications and technical abilities.

Eligible consulting firms will be valued and shortlisted according to the above mentioned.

The team of experts proposed by the Consultant shall include the following key members:

Team leader:

  • University degree in social sciences specialized in statistics or other relevant areas;
  • Over 10 years of experience in conducting surveys;
  • Demonstrated experience in preparing survey samples;
  • Development and enumerator training and supervision;
  • Demonstrated experience in drafting survey reports for a non-technical audience;
  • Fluent knowledge of English.


  • University degree in social sciences;
  • At least three years’ experience in conducting surveys;
  • Fluent in Albanian and Serbian languages.

Selection process:

Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers published in January 2011 (Consultants Guidelines), according to selection based on Consultants Qualifications (CQ) method.


Selection criteria for shortlisted companies

The companies will be evaluated based on following criteria:

Experience in social science, statistics and surveys (50%)

Relevant work experience in implementing similar projects (30%)

Availability of qualified staff within the firm (20%).
