POSITION REPORTS TO Component Two Lead

  1. Project Background:

Through the Kosovo TEAM Activity, the DAI team is supporting USAID/Kosovo to address corruption at the municipal level by increasing the transparency and effectiveness of municipal procurement systems. DAI is focusing on the following three program components:

  1. Develop, refine and roll out models for transparent and accountable municipalities;
  2. Engage the central level in addressing municipal corruption within the procurement process; and
  3. Enable civil society to track and expose corruption.

DAI works extensively in fifteen municipalities to champion anti-corruption reforms. In addition, DAI works with selected entities within the Government of Kosovo (GOK) that are relevant to addressing corruption at the municipal level. Furthermore, DAI provides sub-contracts or grants to national-level Civil Society Organizations (CSOs) which are monitoring all 38 municipalities in areas such as procurement and recruitment while ensuring greater citizen engagement, especially in rural areas.

  1. role’s Purpose:

The IT Expert/System Governance Framework Specialist will support and advise USAID TEAM component two on implementing activities related to IT tools and systems that will be implemented by USAID TEAM partners. 

  1. Objectives and Duties
  • Supporting activation/upgrade of the e-procurement system through change management (in line with PPRC Module rollout plan)
  • Supervising the technical aspect of Contractor Performance Evaluation System development (within e-Procurement Contract Management Module)
  • Assessing the technical environment to implement open contracting data standard (OCDS), including implementation of digital Signature and e-Payment, and provide recommendations
  • Supporting the functioning of PPRC’s e-procurement Steering Committee
  • Supporting PPRC IT to determine critical e-procurement processes and identify gaps
  • Reviewing and re-designing complicated or unsatisfactory business processes, writing business requirement documents related to the e-Procurement system
  • Defining the list of reports needed for e-Procurement system analysis
  • Supporting PPRC with overall e-procurement system enhancement.
  • Coordination with Ministry of Finance Treasury Department for inception of interoperability requirements and support PPRC on implementation
  • Assistance and Coordination for relevant stakeholders (MAPL, PPRC) for OCDS API and Municipal Widget. Drafting of MAPL Widget Requirements.
  • Other related tasks
  1. Qualifications/Requirements
  • Computer Science or Economic/Management degree or equivalent to 10+ years’ work experience;
  • At least 10 years of relevant work experience. International experience is an advantage.
  • 5+ years’ experience a supervisory capacity, preferably within business intelligence or data analysis
  • Work experience in complex IT systems at enterprise level (government, Banks, etc.) where high security is required - is highly desirable and an advantage;
  • Good management, analytical, problem-solving and communication skills
  • Knowledge of ITIL/(ITSM) IT service management
  • Experience with e-procurement system is advantage.
