POSITION REPORTS TO Deputy Chief of Party

Project Background:

Through the Kosovo TEAM Activity, the DAI team is supporting USAID/Kosovo to address corruption at the municipal level by increasing the transparency and effectiveness of municipal procurement systems. DAI is focusing on the following three program components:

Develop, refine and roll out models for transparent and accountable municipalities;
Engage the central level in addressing municipal corruption within the procurement process; and
Enable civil society to track and expose corruption.

DAI works extensively in fifteen municipalities to champion anti-corruption reforms. In addition, DAI works with selected entities within the Government of Kosovo (GOK) that are relevant to addressing corruption at the municipal level. Furthermore, DAI provides sub-contracts or grants to national-level Civil Society Organizations (CSOs) which are monitoring all 38 municipalities in areas such as procurement and recruitment while ensuring greater citizen engagement, especially in rural areas.

Role’s Purpose:

The Municipal Procurement Adviser will be responsible for providing technical assistance to and overseeing all TEAM activities at selected municipalities. The Adviser will be located in focus municipalities and will support designated local institutions as well as key stakeholders to enable improvements to the procurement system, including usage of e-procurement, to enhance transparency, accountability and governance. The Municipal Procurement Adviser will serve as coach and mentor for municipalities to build enhanced procurement capacities.

Objectives and Duties

Manage/oversee municipal implementation activities in coordination with the Deputy Chief of Party and Component One Lead.
Coach, mentor, and contribute to the design and lead of capacity building efforts with relevant municipal staff and project team under the leadership of the Deputy Chief of Party and Component One Lead.
Maintain awareness of political economy and systems in municipalities to support customized solutions.
Increase capacity of municipal procurement officers to manage the procurement cycle;
Support municipalities to become more transparent and share information with the public;
Support municipal staff behave ethically and reduce corruption;
Contribute to and oversee monitoring and evaluation of municipal level procurement activities, including data collection and analysis, in focus municipalities.
Assist focus municipalities in procedures and guidance considering internal and external auditing and addressing audit actions
Provide input and write project reports and success stories for assigned municipalities or technical areas.
Collaborate with the project team to identify successes and challenges in technical activities.
Provide recommendations on needed expert short-term technical assistance (STTA) on an on-demand basis.
Promote knowledge sharing and foster collaboration across Kosovo municipalities.
Support data collection, adaptive management, and M&E, as needed
Other related tasks

Qualifications/Requirements

More than five years of professional experience in procurement;
Proven experience in coaching, mentoring and capacity building in related field preferred;
Proven ability to establish and maintain effective working relationships with all levels of stakeholders, including municipal counterparts, partners, the project team and the public.
Relevant bachelor’s degree (Master’s is preferred) or certified procurement officer;
Experience with USAID and other Donors is preferred;
Fluent in Albanian required. English and Serbian fluency preferred.
Valid driving license required
