POSITION REPORTS TO Component One Lead

  1. Project Background:

Through the Kosovo TEAM Activity, the DAI team is supporting USAID/Kosovo to address corruption at the municipal level by increasing the transparency and effectiveness of municipal procurement systems. DAI is focusing on the following three program components:

  1. Develop, refine and roll out models for transparent and accountable municipalities;
  2. Engage the central level in addressing municipal corruption within the procurement process; and
  3. Enable civil society to track and expose corruption.

DAI works extensively in fifteen municipalities to champion anti-corruption reforms. In addition, DAI works with selected entities within the Government of Kosovo (GOK) that are relevant to addressing corruption at the municipal level. Furthermore, DAI provides sub-contracts or grants to national-level Civil Society Organizations (CSOs) which are monitoring all 38 municipalities in areas such as procurement and recruitment while ensuring greater citizen engagement, especially in rural areas.

  1. role’s Purpose:

The Municipal Public Financial Adviser will be responsible for providing professional and technical assistance and overseeing all TEAM finance and transparency activities at selected focus municipalities. The Adviser will be located and performed its activities at focus municipalities and will support designated local institutions as well as key stakeholders to enable improvements to the municipal budget planning and implementation, internal and external audit, public procurement system, risk management, civil society participation in the budgetary process, enhancing transparency, accountability and good governance.

  1. Objectives and Duties
  • Conduct and oversee municipal PFM activities in coordination with Component One Lead.
  • Provide on-the-job support, mentor and contribute to the design and conduct  capacity building efforts with relevant municipal officials and the project team under the leadership of the Component One Lead.
  • Assess the existing PFM systems, processes and introduce best practices to focus municipalities and suggest improvements to ensure proper municipal PFM and financial risk mitigation.
  • Advise the municipal finance departments  on matters related to budget planning, implementation guidelines related to medium-term fiscal and expenditure frameworks, and budget execution. Including standardized financial reporting , treasury requirements , and cash-debt management;
  • Assist focus municipalities in procedures and guidance considering internal and external auditing and addressing audit actions;
  • Support focus municipalities to become more transparent and share information with the general public; 
  • Guide and assist municipal officials to behave ethically, transparently, and reduce corruption occurrence;
  • Contribute to and monitor /evaluate focus municipal activities, including data collection and analysis.
  • Provide professional input and draft project reports and success stories for assigned municipalities or technical areas.
  • Work closely with the project team to identify successes and challenges in the finance, procurement, and auditing field.
  • Oversee and advise short-term technical assistance (STTA) on an on-demand basis.
  • Promote and conduct knowledge sharing and foster collaboration across Kosovo municipalities.
  1. Qualifications/Requirements
  • Minimum 5 years of professional experience in public financial management, economics, or banking.
  • Proven experience in coaching, mentoring and capacity building in related field preferred;
  • Proven ability to establish and maintain independent effective working relationships with all levels of stakeholders, including municipal counterparts, partners, the project team and the civil society organizations.
  • Relevant BA degree in economics, public finance, and economic development. MA or higher degree is preferred;
  • Experience with USAID and other Donors is preferred;
  • Fluent in Albanian required. English and Serbian fluency preferred.
