Local Trainer to Conduct Capacity-Building Training for TPRAAN Members

II. General information about the project

Through the project “Empowerment of Kosovo vulnerable communities through better and equal access to the labour market” funded by the Austrian Development Agency (ADA) with funds of Austrian Development Cooperation, Save the Children Kosova/o (SCiK) and its project partners aim to empower girls and boys from Roma, Ashkali and Egyptian communities with the knowledge, capacity, skills and opportunities to transition into adulthood, as well as dignified, decent and sustainable work. Spanning seven municipalities in Kosovo, the project employs a multi-tiered strategy involving interventions at the child and family, school, municipal, labour market, and national levels. The primary objectives include improving access to and retention in quality secondary education, providing vocational and life skills training, and promoting equal opportunities for dignified and sustainable work.

III. Objective

Save the Children in Kosova/o is seeking to engage a local trainer to conduct capacity-building sessions for the Teams for Prevention and Response Against Abandonment and Non-Enrolment (TPRAAN) members from 12 targeted lower secondary schools with the skills, knowledge, and resources needed to effectively address the challenges associated with school dropouts and non-enrolment in the targeted municipalities. The training aims to support the prevention of school dropouts and improve enrolment rates among children, with a particular focus on the Roma, Ashkali, and Egyptian communities. 

The objectives of this training are to equip TPRAAN members with practical tools, strategies, and techniques based on the updated manuals from the Ministry of Education, Science, Technology, and Innovation (MESTI). Moreover, the training aims to ensure TPRAAN members are familiar with the updated manuals on identifying, referring, and managing cases of non-enrolment and school dropouts, and can effectively apply this knowledge in their work. Furthermore, the training aims to provide safeguarding induction sessions, emphasising the importance of ensuring children's safety and well-being and fostering safe environments for children within schools. Lastly, the training aims to help foster collaborative relationships among TPRAAN members, families, local duty-bearers, and the broader community in addressing cases at high risk of dropping out. 

IV. Experience and skill set required

The local trainer is expected to demonstrate the following competencies:

  • A postgraduate (master’s) degree in education, psychology and other relevant social sciences, preferably focusing on child development, educational psychology, inequality, social justice or a related field;
  • Proven experience in delivering capacity-building training sessions in education or community-based settings; experience in training TRPAAN members would  be considered an asset;
  • Thorough understanding of the dropout prevention system in Kosovo, particularly issues related to school dropouts, non-enrolment, and child protection.
  • Thorough understanding of child rights and  socio-economic context of vulnerable communities in Kosovo, particularly challenges faced by youth from Roma, Ashkali and Egyptian communities;
  • Familiarity with MESTI’s manuals on the identification, referral, and management of cases of non-enrolment and dropouts of girls and boys;
  • Thorough understanding of safeguarding principles and the child protection system in Kosovo;
  • Strong communication and facilitation skills to engage a diverse group of participants
  • Proven ability to facilitate workshops and engage stakeholders effectively;
  • Excellent written and verbal communication skills in English and Albanian. 

V. Deliverables

SCiK expects the completion of the following deliverables within the established timeline below:

  • Developing and providing comprehensive training materials, including safeguarding induction content.
  • Delivering of eight 2-day capacity building trainings for members of TPRAANs from 12 targeted lower-secondary schools;
  • Distributing and explaining MESTI’s updated manuals to TPRAAN members.
  • Facilitating interactive discussions, group activities, and case studies to enhance understanding and application of training content.
  • Evaluating the effectiveness of the training through feedback, evaluation surveys, or other methods.
  • Reporting on the outcomes of the training sessions through a workshop report and suggesting further capacity-building measures.

The selected local trainer should maintain ongoing communication with representatives of SCiK during the entire engagement period.

VI. Timeframe

The assignment is to be carried out in an expected timeframe of up to 12 months for a total of 22 working days as specified in the timeline below. The final report must be submitted to SCiK no later than 5 days after the completion of the assignment. The assignment is considered final once all comments by SCiK are addressed by the applicant.

VII. Payment information  

SCiK will remunerate the local trainer on a daily gross fee (from which the income taxes and pension contribution will be withheld and paid, based on Kosovo Law) or in an amount free of VAT in the case of the company. SCiK will make the payment through bank transfer in the researcher’s or company’s bank account in two stages within fourteen (14) days: 

  1. Initial instalment: Upon the completion and submission of the specified deliverables (Results 1, Result 2, and the first set of training sessions in Result 3) as outlined in the above timeline and timesheet/invoice by the local trainer.
  2. Final instalment: After the submission of all final deliverables (second set of training sessions in Results 3 and Result 4) as outlined in the above timeline and timesheet/invoice by the local trainer.

Payment will only be made upon receipt of a valid invoice accompanied by the timesheet/s for the relevant period. The fees are inclusive of all costs, overheads, and expenses, including travel, subsistence, and accommodation.

VIII. Child Safeguarding Policy

As a condition for entering into a consultancy agreement, the local trainer must sign the Save the Children International Child Safeguarding Policy, abide by the terms and conditions thereof, and comply with the Austrian Development Agency's Code of Conduct.

IX. How to apply

  • Curriculum Vitae (CV);
  • One (1) sample of previous work of similar nature conducted by the applicant;
  • At least two references from previous training engagements;
  • Financial proposal per working day, including the offer in the gross amount before legal deductions according to the legislation in Kosovo (for individuals).
