Kosovo Social Contract Activity (SCA)

Development Professionals, Inc. (DPI) is seeking to hire a Project Assistant for the Social Contract Activity in Kosovo, funded by USAID. This activity aims to introduce sustainable practices for public participation in order to improve Kosovo citizens' quality of life and strengthen their partnership with the municipal government. This will be a full-time position based in Pristina, Kosovo.

Background: The Kosovo Social Contract Activity (SCA) introduces sustainable practices for public participation to improve citizens’ quality of life and strengthen partnerships with municipal governments. The Activity is implemented by a consortium of partners that closely collaborate throughout its course: Democracy International (DI) as the Implementing Partner, Development Professionals, Inc. (DPI) as the Learning Partner, and Democracy Plus (D+) as a key Local Partner. The Activity is currently in its third year (Y3).  

As the consortium Learning Partner, DPI supports two key objectives of the SCA: 

  • Objective 1 (years 1-3): Develop, test, and evaluate public participation action plans in five pilot municipalities.
  • Objective 2 (years 3-5): Scale up successful public participation practices to at least 10 additional municipalities. Provide limited support and monitor participation practices in the pilot municipalities.

The Learning Partner is guided by its Monitoring, Evaluation, and Learning Plan (MELP) and annual Work Plans. During this year in particular (Y3), the Learning Partner will conduct several key activities: a mid-term learning assessment (through June 2024), a public participation assessment in five municipalities (through September 2024), an Evidence Summit (to be determined), as well as ongoing SCA monitoring activities.

Role: The Project Assistant will be responsible for supporting the day-to-day project management and administration of these learning activities. This support includes overall administrative, logistical, operational, and contractual functions. This role will report to the Learning Lead and DPI Home Office, and will be based in Pristina (in-person).

Specific tasks and responsibilities include, but are not limited to:

  • Manage administration of simultaneous activities and monitor day-to-day implementation to ensure successful completion within timeline and contractual requirements.
  • Maintain the Activity's database by conducting data entry and ensuring data accuracy. This involves recording all training sessions and workshops held by the Activity and keeping electronic copies of relevant files for future reference. Perform data cleaning and cross-checking against existing records in the database to maintain data integrity. As requested, provide this information for internal reporting purposes (quarterly and annual reports) and to other parties as required.
  • Review and analyze monitoring progress reports to identify potential issues in project implementation and communicate to the Learning Team.
  • Coordinate logistics for learning workshops, presentations, and other project-related events; support the planning and implementation of these events.
  • Coordinate and book travel within Kosovo for data collection, fieldwork, and other learning activities; this includes managing transportation, lodging, per diem allowances, etc. for team members.
  • Liaise with data collection firms and their staff, including any relevant administrative and contractual management of data collection firms.
  • Support communications and coordination across partners and team members, including managing team/partner meetings.
  • Manage online resources and software, including file management.
  • Recruit additional team members as needed, including searching, vetting and interviewing, handling required documentation, and managing payments.
  • Support the finalization of deliverables, reports, and other products through reviewing, copyediting, and formatting.
  • Other duties as necessary and appropriate to the management of learning activities.


  • Preferred Bachelor’s degree in a related field. 
  • 3-5 years of experience in project management for international donors such as USAID, including contractual and financial management.
  • Experience in supporting logistics and administration for fieldwork/research projects. 
  • Effective oral and written communication skills in English.
  • Excellent interpersonal skills, ability to work independently and on a team, and strong organizational skills. 
  • Experience in governance and/or citizen engagement preferred.
  • The ability to travel within Kosovo, as required.
