Open Call for Comic Strip Illustrator


The Institute for Social Policy Musine Kokalari invites proposals from talented illustrators to contribute to a project aimed at educating young workers and students about basic labor rights through a comic strip. This initiative seeks to make complex topics more accessible and engaging for our target audience. This document outlines the Terms of Reference (ToR) for the open call, detailing the project's objectives, scope of work, deliverables, and submission requirements.


  • To commission a talented illustrator to create a comic strip explaining basic labor rights.
  • To produce a visually compelling and informative comic strip that resonates with young people and facilitates understanding of labor rights topics.

Scope of Work:

  • Collaborating with IPS Musine Kokalari Team to identify key labor rights topics that need to be addressed in the comic strip.
  • Developing a comic strip that effectively communicates these topics in a visually engaging and comprehensible manner.
  • Ensuring that the comic strip is inclusive and representative of diverse identities and experiences within the workforce and student population.
  • Providing revisions based on feedback from IPS Musine Kokalari team members to ensure that the comic strip meets the project's objectives and requirements.


  • A high-quality comic strip explaining basic labor rights (ca.8-10 pages based on content), as outlined above.
  • Digital files of the comic strip in suitable formats for online and offline dissemination.

Submission Requirements:

  • A portfolio showcasing previous work, with a focus on relevant experience in comic strip illustration or educational content creation.
  • A brief proposal outlining their approach to the project, including their understanding of the objectives and target audience.
  • A cost estimate and breakdown of fees for the creation of the comic strip.
  • A CV or profile highlighting their expertise and qualifications in illustration.


  • Open call: 21.03.2024
  • Deadline for submissions: 03.04.2024
  • Evaluation of proposals by: 05.04.2024
  • Contract negotiation and final selection: 10.04.2024
  • Start date: 11.04.2024
  • End date: 15.05.2024

Evaluation Criteria:

  • Creativity and artistic quality of previous work.
  • Understanding of the project objectives and target audience.
  • Feasibility of the proposed approach within the project timeline and budget.
  • Cost-effectiveness and budget considerations.

Summarized Evaluation:

  • Artistic Proposal: max 100 points (80%)
  • Financial Proposal: max 20 points (20%)
