Terre des hommes Lausanne Foundation in Kosovo (TdhK) is seeking to contract a Marketing Company to produce a promotional video, provide broadcasting services and conduct a social media campaign to for an awareness raising campaign for children in street situations. 

Project: Increasing access and quality of care and social and educational services for vulnerable girls and boys, especially those in street situations and their families.

Terre des hommes Foundation "Lausanne", in Kosovo (TDHK), is a non-profit making organization that has been operating for over 20 years in the field of child rights and child protection, leading the establishment and strengthening of a national child protection system in Kosovo. TDHK areas of expertise range from direct psycho-social interventions with vulnerable children and their family and community members, to empowerment of local, regional and national level governmental institutions and key stakeholders through capacity-building and on-the-job training in order to develop and implement proper child-sensitive structures, policies, standards and procedures.  TDHK has three main programs of interventions: 1) Child Protection 2) Migration and Anti-Trafficking and 3) Juvenile Justice.


TDHK is implementing the two-year project "Increasing access and quality of care and social and educational services for vulnerable girls and boys, especially those in street situations and their families" (September 2022 - November 2024) - financially supported by the EU Office in Kosovo and UNICEF in Kosovo and implemented by TDHK.


The project has specific intervention on increasing awareness on forms of prevention of the violence, stigma, and discrimination against children in street situations and prevention of incentivizing and supporting begging by the public. Campaigns are focused on changing public awareness and behaviours in relation to children and families in street situation through an informed evidence based approach.

Two different campaigns are foreseen to raise public awareness on forms of prevention of the violence, stigma, and discrimination for children in street situations:

   a)   Awareness raising campaign to reduce and discourage the “demand” for begging and child labour.

Within our awareness raising campaign on reducing and discourage the “demand” for begging and child labour we are seeking for a marketing company to produce a compelling promotional video (40-120 sec) that resonates with the general public, instigating a transformative shift in awareness and offer broadcasting services.

The awareness raising campaign shall be designed according to the findings and recommendations of the study conducted on children in street situation by UNICEF.

The main goal of the video is to debunk myths, alter public perceptions, and actively discourage incentivization and support of child begging and child labour by shedding light on the harsh realities faced by children and families in street situations and emphasizing the urgent need to educate the public. Instead of giving cash money to children and families in street situations, the focus shall be on promoting alternative supporting solutions.

Through dynamic, engaging, and informative initiatives, our goal is to empower communities to proactively foster safer and more inclusive environments for children in street situations. Additionally, we aim to put an end to begging in public by children.

    b)  Campaign with awareness activities to encourage reporting and promote prevention of violence against children.

To achieve our project goal of increasing public awareness of forms of violence prevention, stigma, and discrimination against children in street situations, we are looking to implement an awareness-raising social media campaign to encourage reporting and promote prevention of violence against children.

Through this social media campaign, we aim to raise awareness among the public, caregivers, stakeholders, and partners to promote the prevention of violence against children. We want to increase public awareness about the prevalence, forms, and consequences of violence against children.

The social media campaign aims to raise awareness, promote reporting, and mobilize action to prevent violence against children. We seek to mobilize individuals and communities to become active allies in the fight against violence towards street children.

We want to educate the public about the realities faced by children in street situations, including the risks of violence, exploitation, and discrimination and challenge societal stereotypes and misconceptions that contribute to the stigmatization of street children.

We aim to advocate for discouraging the practice of incentivizing begging and give alternative forms of support and assistance for street children. Mobilize individuals and communities to become active allies in the fight against violence, stigma, and discrimination towards street children.

  • Utilize the findings and recommendations from the study conducted on children in street situation by UNICEF as a foundational guide for all creative and strategic decisions related to the promotional video and the social media campaign.
  • Develop a creative concept that accurately portrays the study's findings, crafting a script that speaks to the hearts and minds of the target audience.
  • Be able to successfully advertise the awareness campaign through video messaging, focusing on how to target the audience and target groups, and in collaboration with the project team discuss what information or messages should be highlighted to be attractive and effective.
  • Adapt the promotional video message to the target, considering the adaptation of the literacy level.
  • Manage all aspects of video production, from pre-production planning to post-production edits, ensuring the final product is of the highest quality and aligns with the project's vision.
  • Submit the video concept, design, storyboard, visual photographs, video message transcripts to TdhK for approval, before further processing and publication, to ensure that they are in in line with the Terre des hommes Child Protection Policy.
  • Translation and subtitling of the materials in English and/or Serbian, in cases where it is required by TdhK.
  • Delivery of video material to TdhK, according to the requested deadlines.
  • Develop a comprehensive strategy for the social media campaign, including objectives, target audience identification, messaging and content creation.
  • Create engaging and informative content tailored to various social media platforms (e.g., Facebook, Twitter, Instagram) to raise awareness about violence against children, encourage reporting, and promote prevention efforts.
  • Execute the social media campaign according to the proposed strategy, including scheduling posts, managing ads, and monitoring engagement metrics.
  • Design visually appealing graphics and other multimedia content to effectively convey key messages and capture the audience's attention
  • Collaborate and consult with the TdhK project team, throughout the campaign period.
  • Submit the budget plan by providing a comprehensive breakdown of costs.
  • Provide a final comprehensive report detailing the campaign's reach, viewer engagement, and overall impact.

Deliverables and time frame:

*The dates can be subject to change following a mutual agreement between the Service Provider and TdhK.


  • Provide all the information and materials that are necessary for the Marketing Company in the development of the social media campaign and promotional video
  • Assist the Marketing Company throughout the process by sending comments and recommendations.
  • Approval of all materials before being published by the contracted Marketing Company


Campaign implemented and all deliverables finalized by August 2024.


  • The company must have at least three years of experience in providing video production services and social media management services.
  • Specific experience in producing video materials for projects and creating social media campaigns.
  • Sufficient capacity for video production (qualified personnel, technical equipment, and necessary infrastructure for all production and post-production phases).
  • Sufficient capacity for implementation of the social media campaign.
  • Work effectively in the short term.
