Survey citizens’ perception on local Municipal Governance

USAID’s Local Effective Governance Activity

Background: The Local Effective Governance Activity (hereinafter referred to as “Activity”) is a five-year program funded by the United States Agency for International Development (USAID) and It is implemented by International City/County Management Association (ICMA).The Activity’s overall purpose is to strengthen the operations and inclusiveness of municipal governance in municipalities with non-majority communities in Kosovo: Gračanica/Graçanicë, Štrpce/Shtërpcë, Novo Brdo/Novobërdë, Klokot/Kllokot, Parteš/Partesh, Ranilug/Ranillug, Istog/Istok, Klinë/Klina, Obiliq/Obilić, Dragash/Dragaš, Severna Mitrovica/Mitrovicë Veriore, Zvečan/Zveçan, Zubin Potok and Leposavić/Leposaviq.

Through this assignment USAID Local Effective Governance seeks local implementers to identify the needs and priorities of citizens in each partner municipality with special attention to non-majority communities, in terms of municipal service provision.

Background:

Local Effective Governance Activity intends to work with the appropriate municipal directorates, budget and planning offices, Municipal Offices of Communities and Return (MOCRs) and Public Information Officers (PIOs) to conduct a local citizen survey. The objective of the survey is to receive citizens’ perception on local municipalities’ governance and public services among both majority and non-majority communities as well as compare the results to internal municipal data (where available). In addition, surveying both majority and non-majority communities will provide a way to assess whether issues are specific to non-majority or generalized across communities. The survey is meant to help LEGA and partner municipalities to understand local concerns and priorities to inform planning and improve performance. Further, results of the survey will inform LEGA while defining the interventions based on the adaptive management. 

The goal of this activity is to receive and analyze feedback on citizens’ perception about municipal governance as well as identify the needs and priorities of citizens in each partner municipality (with special attention to non-majority communities) in terms of municipal service provision. Additionally, the activity hopes to help facilitate dialogue among municipalities and citizens to address identified issues.

Expected Deliverables

The selected contractor shall deliver to LEGA the following deliverables

  • Design the survey (required sample, questionnaire, etc.);
  • Propose the methodology to be used for the survey;
  • Conduct the survey in 14 partner municipalities (as per the Ministry of Local Government Administration’s Performance Management System and National Audit Office’s official data publication)
  • Conduct at least one municipal consultation in each partner municipality, with involvement of both communities (majority and non-majority), addressing municipal service provision;
  • Conduct at least one focus group workshop per partner municipality, involving both communities (majority and non-majority); addressing citizen perception regarding municipal service provision (qualitative data) as well as providing solutions for municipalities do to address selected issues;
  • Analytical report presenting the results of survey for each municipality, based on the provided governance elements, with concrete recommendations (including findings from municipal consultations) on improved and inclusive public services delivery. The selected applicant must also provide the full dataset.
  • A report on current situation (tailored for each of the 14 partner municipalities) as well as proposed solutions/actions toward institutionalizing the practice of conducting citizen survey independently by municipality;
  • A final report on all the activities conducted, challenges and recommendations (available for public upon prior approval).

Eligibility

Eligible organizations include legally registered Kosovo non-governmental organizations (NGOs); Nonprofit; for-profit professional companies. For a detailed description, refer to the respective section of RFP#1_2019_ Survey citizens’ perception on local Municipal Governance.

Submission of Application: Applicants should submit proposals in writing to Operations and Grants Director, via personal delivery, at the following project address: Sejdi Kryeziu Street, No. 23, Prishtina, 10000 by clearly marking RFP#01-2019 in the application envelope. Applicants should submit their proposal in English one (1) original print, as well as three (3) additional copies. The applicants are also required to submit an electronic (scanned) copy of their application via USB drive or CD. The closing date for submission of proposals is 14:00 hours local time on July 31, 2019. Late applications will not be considered.

Activity intends to hold an information session allowing anyone interested in applying to the RFP to ask questions about the application process.  The conference will be held on July 23, 2019 from 10:00-12:00 pm Sejdi Kryeziu Street, No. 23 Prishtina.  All interested applicants are welcome to attend and should RSVP to funds@usaidlega.org by July 19, 2019 to ensure space availability.
