MCA Kosovo

The Millennium Challenge Account - Republic of Kosovo has received financing from the Millennium Challenge Corporation toward the cost of the grant aimed at poverty reduction through economic growth in Kosovo on July 15, 2022, in the amount of US $202,000,000 (the “Compact”) and a corresponding contribution from the Government of approximately US $34,670,600, and intends to apply part of the proceeds toward payments under the contract for Pool of Independent Appeal Review Board Members for the MCA-Kosovo Bid Challenge System (BCS).

MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury.

The Government has designated the Millennium Challenge Account – Kosovo (“MCA-Kosovo”) to oversee and implement the proposed compact program in accordance with the terms of the Compact. The Government is represented by MCA-Kosovo, which was formed by the GoK for the purpose of developing the Compact.

MCC requires that all beneficiaries of MCC Funding, including the MCA Entity and any applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC’s Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (“MCC’s AFC Policy”) is applicable to all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption.

The MCA-Kosovo invites Applications from qualified individual eligible consultants to be selected to provide services as an Independent Appeal Review member as described in the Terms of Reference. A Blanket Purchase Agreement will be issued after the procurement selection for a period of three (3) years with the possibility of extension based on the availability of funds.

More details on these services are provided in the Terms of Reference in Section IV of the RFA. This procurement process will be conducted through the Selection of Individual Consultant (“SIC”) method procedures as specified in the Accountable Entity Procurement Policy and Guidelines (AE PPG) and is open to all eligible consultants as defined in the AE PPG.

Consultants interested in receiving the RFA and submitting an application should register by sending an e-mail with the subject “Independent Reviewers for Appeals” to the MCA Kosovo Procurement Agent, in the stated below email address. Consultants should provide their full contact details in the email message. This will ensure that the Consultants receive updates regarding this RFA. 

Applications must be delivered electronically to the address below in the manner specified in the RFA 13-17 under Section 2. Specific Instructions to Consultants (SIC) on or before January 10, 2024, at 17:00h (Kosovo local time). Please note that only electronic Applications shall be accepted. Late applications will be rejected.
