Chief of Party - USAID Kosovo Critical Infrastructure Resilience

Position Summary

Deloitte Consulting LLP, headquartered in Arlington, VA, is seeking qualified Chief of Party (COP) candidates for the anticipated multi-year USAID Kosovo Critical Infrastructure Resilience activity. This program will aim to protect Kosovo’s critical infrastructure by building capacity in responsible institutions to become more resilient against cyber-attacks and mitigate the effects of climate change on the country’s infrastructure to extreme weather seasonality and unpredictability. The COP, based in Pristina, Kosovo, will lead the team by providing overall project management and strategic direction to align with the objectives above. The COP will report to and work closely with USAID and the Deloitte home office based in Washington, D.C. to ensure that the program operations integrate effectively between the project (Kosovo) and home-based offices (US). *Please note that this position is contingent upon project award and approval. Primary Responsibilities

  • Lead implementation of the long-term programmatic vision of the project, including providing overall strategic direction, managerial, operational, and technical leadership.
  • Ensure technical compliance with the agreement/contract with USAID and timely delivery of project activities.
  • Oversee the performance of diverse project staff including Deloitte’s and those of the partners/sub-awardees.
  • Ensure proper financial management, procurement, human resources, and logistics management in compliance with USAID and Deloitte’s policies.
  • Manage project implementation risks, implementing risk mitigation techniques.
  • Lead and oversee project performance and monitoring, including preparing quarterly, annual, and other ad hoc reporting.
  • Establish effective communication and coordination with key stakeholders, including local government, partner agencies, and donors to implement interventions and incorporate country-wide priorities.
  • Create a positive working environment for all staff and ensure fair professional growth and training opportunities for team members.

Who we are looking for

Qualifications and Expectations Sought for the Chief of Party:

  • Advanced degree in business, cybersecurity, public policy, business administration, or another relevant field.
  • Minimum 10 years of senior-level experience managing donor-funded activities in a relevant field.
  • Demonstrated success in overcoming challenges through creating and implementing solutions and achieving measurable results in development projects.
  • Demonstrated ability to manage multiple program components simultaneously, working seamlessly with international personnel, partner governments, and other donors.
  • Demonstrated ability to establish productive, collaborative relationships with counterparts.
  • Excellent communication, writing, and interpersonal skills.
  • Proven ability to mentor, motivate, and lead large teams.
  • Fluency (spoken and written) in English with strong oral and written presentation skills.
  • Experience working with USAID preferred.
  • Experience working among senior-level counterparts developing and/or implementing initiatives in the Balkans, Eastern Europe, or other related regions. Experience in Kosovo or familiarity with Kosovo preferred.
  • Experience delivering digital transformation, cybersecurity, or critical infrastructure resilience programs preferred.
