Engagement of a Company or two (2) Individual Experts/Consultants to develop Localization and Partnership Strategy for Save the Children Kosova/o

ll. General Information on the Project
Through “Localization Fund” supported by Save the Children International (SCI), Save the Children Kosova/o (SCiK) aims to assess its level of implementation of SCI’s 7 dimensions of Localization, propose objectives for both expansion of new and existing partnerships and develop an effective and operationalized Localization and Partnership Strategy. Localization and partnerships are key enablers to implement the Country Strategic Plan 2022-2024 and future endeavors of SCiK. While SCiK has a large portfolio of partners and continuously invests to embed SCI’s localization dimensions in its child rights programming in Kosovo, it is also aware that SC’s potential is stronger to be a partner of choice for a wide range of stakeholders in country. SCiK continues to work in different fronts to address these challenges with conflict sensitivity and further localization of its interventions through increased community ownership of interventions, ultimately enabling long-lasting and more sustainable positive changes for children in Kosovo. For SCiK to be able to advance its localization agenda, identify points of entry to systematize the grassroots participatory approach and achieve a transformational approach in localization, a further assessment of the level of localization and a structured strategic approach on partnerships and localization is necessary.
lll. Objective and Outputs
The overall objective of this engagement is to support SCiK efforts to develop a Localization and a Partnership Strategy in line with SCI’s Local to Global for Impact ambition and partnership principles by: identifying areas for self-improvement for locally-owned partnership frameworks, aiming to empower and strengthen local actors, organizations and communities to take a leading role in addressing their own development and social issues that hinder proper delivery of child rights in Kosovo.
SCiK is looking for a Company or two (2) Individual Experts/ Consultants to co-design and deliver the below processes:
IV. Key Deliverables:
The selected Company or Experts/Consultants will have the task of facilitating the stakeholder workshops, keeping strong cooperation and communication with SCiK and developing the following deliverables within the indicated timeframe.
LOT 1: Localization Strategy: A company or one (1) individual expert/consultant to conduct localization assessment for SCiK, co-facilitate consultative workshops with CSO partners, CBOs, informal groups/networks and CLGs, and draft the Localization Strategy and its action plan with timeframe and measurable deliverables – total of 34 days of engagement
LOT 2: Partnership Strategy: A company or one (1) individual expert/consultant to co-facilitate consultative workshops with CSO partners, CBOs, informal groups/networks and CLGs, and draft the Partnership Strategy and its action plan with timeframe and measurable deliverables – total of 26 days of engagement
V. Location
The contracted services will be performed in Kosovo.
IV. Experience and skills required
SCiK is seeking for Company or Individual Experts/ Consultants with the necessary expertise in the localization and partnership principles for the development sector in Kosovo and/or Western Balkans, including the following requirements:

Estimated start date: September 29, 2023
Latest completion date: December 15, 2023
Throughout this period, the selected Company or Individual Experts/ Consultants must maintain constant communication with SCiK Civil Society and Partnership Specialist as the assigned supervisor for this engagement. In addition to its technical role within the delivery period, SCiK will also provide feedback on proposed approaches, policies and guidelines.

Other important information
As a condition of entering into a consultancy agreement, the Company/individual(s) must sign the Save the Children International Child Safeguarding Policy and abide by the terms and conditions thereof.
