REQUEST FOR PROPOSALS: TRANSLATION AND INTERPRETATION SERVICES  
SCOPE OF WORK
The USAID funded Energy Sustainability Activity (ESA) program, implemented by Tetra Tech Es, Inc., aims to identify a qualified professional translation company to meet its needs for translation and interpretation services for its events and activities.
ESA is a five-year program that aims to improve Kosovo’s energy security by strengthening the capacity and sustainability of local institutions to advance energy market development and regional integration, and to facilitate investments in energy infrastructure. This will enable the energy sector to serve as a vehicle for the country’s economic growth and increase opportunities for economic participation among its citizens.
The core services to be provided are:

Translation Services: 
written translation of documents, reports, presentations, emails and other materials;
proofreading of translated/amended materials.
Interpretation Services
consecutive or simultaneous interpretation for conferences, meetings, seminars and workshops;
sound/audio system for conferences.

Across all services:

Through consultantions with ESA, verify the technical terminology used in the documents to be translated, ensuring accurate and consistent terminology is maintained across all translated documents;
Respond quickly and positively to short-turnaround requests, and provide appropriate solutions to meet deadlines.

REQUIREMENTS 
The Subcontractor should be able to demonstrate relevant expertise and skills, and meet the following minimum requirements, including, but not limited to:

Demonstrated experience in providing high-quality translation and interpretation services in diverse industries and subjects;
A team of professional and experienced translators and interpreters in the required languages;
Capacity to provide equipment for simultaneous interpretation for a wide audience;
Experience of working with similar donor-funded projects/activities is strongly preferred (preferably USAID).

TO BE SUBMITTED
Interested companies should submit:

A copy of their Business Registration Certificate, issued by the Business Registration Agency;
Three letters of reference from clients;
A portfolio of projects they worked for in the past;
A list of clients;
CVs of key staff:


Bachelor’s Degree in English/respective language;
Minimum 3 years of relevant experience in providing translation/consecutive interpretation/simultaneous interpretation/proofreading/editing services in languages (Albanian/English/Serbian and vice versa);
Contact details of 2 personal references;
The company must have the consent of translator to provide the services under this RfP. In case it is noticed that the companies have proposed the same persons as staff, this will be considered as a basis for disqualification.

6.Anticipated timeframes required to provide the requested services; and
7.Financial proposal.
All interested companies are required to submit their proposals no later than September 29th, 2023 at 16:30 PM to ESA.Project.Kosovo@tetratech.com Proposals received aftet the deadline will noy be taken into consideration.  
EVALUATION CRITERIA 
Failure to provide a copy of their Business Registration Certificate or three letters of reference from clients will result in the proposal being rejected.
Proposals will be evaluated against several criteria:

Quality and relevance to ESA requirements of portfolio and client list (25%)
Capabilities and experience of key staff (25%)
Fianancial propoal (50%)

SERVICE DURATION 
The services are intended to be procured for at least 1 year after the announcement of the successful bidder, with the possibility of extension based on the company’s performance.
The contracted company must prioritize the quality of the translations. In the evet that ESA identifies quality issues on three or more occasions during the contract’s execution, termination of the agreement may be considered.
Before entering into the agreement, the awarded company must sign a confidentiality agreement, committing to never disclose any information they come into contact with.
FINANCIAL PROPOSAL
A list of costs for services requested should be provided, in euros (VAT exempted) for the core services:

Translation Services: 
written translation of documents, reports, presentations, emails and other materials;
proofreading of translated/amended materials.
Interpretation Services: 
consecutive or simultaneous interpretation for conferences, meetings, seminars and workshops;
sound/audio system for conferences.
