Open Call for Communication Strategy and Social Media Training Services
Introduction: The Institute for Social Policy Musine Kokalari is seeking proposals from an independent expert to provide communication strategy development and social media training services for our organization. We aim to enhance our staff's communication skills and effectively utilize social media platforms to amplify our mission and reach a wider audience. This document serves as the Terms of Reference (ToR) for the open call, outlining the objectives, scope of work, deliverables, and submission requirements.
Background: The Institute for Social Policy Musine Kokalari is a think tank dedicated to promoting social change, labor rights, and democratic values. Our organization focuses on research, advocacy, and education to address critical social issues. To further our impact, we recognize the need to strengthen our communication strategies and leverage social media platforms effectively.
Objectives: The primary objectives of this open call are as follows:
- Develop a comprehensive communication strategy aligned with our organization's goals, target audience, and core values.
- Provide training to our staff members to enhance their communication skills, including social media management, content creation, and engagement techniques.
- Empower our staff to effectively utilize various social media platforms to increase awareness, engagement, and reach among target audiences.
Scope of Work: The selected expert will be responsible for the following tasks:
- Conduct a thorough analysis of our organization's mission, values, target audience, and existing communication channels.
- Develop a comprehensive communication strategy that includes clear goals, key messages, target audience segmentation, and recommended communication channels.
- Provide tailored training sessions for our staff members to enhance their communication skills, focusing on social media management, content creation, engagement techniques, and analytics.
- Assist in the implementation of the communication strategy, including providing guidance and support in social media content creation, scheduling, and monitoring.
- Develop metrics and indicators to measure the effectiveness of the communication strategy and provide regular progress reports.
Deliverables: The deliverables for this project include:
- A well-defined communication strategy document outlining the objectives, key messages, target audience segmentation, and recommended communication channels.
- Training materials and resources for social media management and content creation.
- Conducted training session for our staff members.
Submission Requirements: Interested independent experts should submit the following documents:
- A comprehensive proposal detailing their understanding of the objectives, proposed methodology, timeline, and team composition.
- Relevant experience in communication strategy development and social media training, including examples of previous projects.
- Cost estimate and breakdown of fees for the services offered.
- A CV or profile of the applicant submitting the proposal, highlighting their expertise in communication strategy development and social media training.

Evaluation Criteria: Proposals will be evaluated based on the following criteria:
- Understanding of the objectives and requirements.
- Methodology and approach proposed.
- Relevant experience and track record.
- Qualifications and expertise.
- Cost-effectiveness and budget considerations.
- A points-based evaluation of 80 points will be given to the financial aspect of the proposal + 20 points for the technical aspect of the proposal.
