Rreth CiviKos
Platforma CiviKos është bashkim vullnetar i organizatave të shoqërisë civile në Kosovë, e themeluar për të krijuar dhe promovuar një mjedis të favorshëm për bashkëpunim të sektorit formal të shoqërisë civile dhe autoriteteve publike në Kosovë.
Me një anëtarësi prej më shumë se 290 organizatash, e cila është vazhdimisht në rritje, Platforma CiviKos është e përkushtuar që të thellojë bashkëpunimin ndërmjet organizatave anëtare, si dhe autoriteteve publike dhe hisedarëve tjerë relevantë në zhvillimin e shoqërisë civile në Kosovë. Bazuar në misionin e saj për të mundësuar një mjedis të përshtatshëm të shoqërisë civile në Kosovë, CiviKos do të shfrytëzojë ekspertizën dhe strukturën tashmë solide të formalizuar me institucionet publike për të krijuar një mjedis të qëndrueshëm për OSHC-të.
Rreth Programit për Angazhim Qytetar
Programi për Angazhim Qytetar është një përkushtim 5-vjeçar për të kultivuar një kulturë të aktivizmit që e bën jetën nëpër lagjet dhe qytetet tona më të mirë, më të dashur dhe më kuptimplotë. Kjo nismë e imagjinon një të ardhme të ndërtuar në themelet e një shoqërie civile, e cila përmes aktivizmit të guximshëm, përfaqësimit nga poshtë-lart, bashkëpunimit të gjithanshëm, veprimit profesional, transparencës në të gjitha hallkat e jetës publike dhe institucionale dhe përdorimit ndryshe të burimeve sjell ndryshim rrënjësor në komunitetet tona. Po kështu, kjo nismë e synon një ndjesi të rigjetur të solidaritetit ndaj njëri-tjetrit.
Programi për Angazhim Qytetar zbatohet nga Fondacioni Kosovar për Shoqëri Civile (KCSF) në partneritet me Agjencinë e Shteteve të Bashkuara për Zhvillim Ndërkombëtar (USAID) në Kosovë. Platforma CiviKos është partnere e KCSF në zbatimin e këtij programi.
Sfondi dhe fushëveprimi
Platforma CiviKos e lehtëson procesin e bashkëpunimit ndërmjet shoqërisë civile dhe Qeverisë dhe bashkëkryeson Këshillin për Bashkëpuni Shoqëri Civile - Qeveri. Strategjia Qeveritare përBashkëpunim me Shoqërinë Civile 2019-2023 i përkufizon objektivat strategjike dhe politikat që Qeveria e Republikës së Kosovës synon t’i arrijë në një periudhë afatmesme, për përmirësimin e mjedisit përkrahës në zhvillimin e shoqërisë civile si dhe krijimin e parakushteve për një bashkëpunim më efektiv me OSHC-të për reformat kryesore në vend. Kjo Strategji përbëhet nga 4 objektiva strategjike, si në vijim:

Objektivi strategjik 1. Rritja e pjesëmarrjes së shoqërisë civile në politikë-bërje;
Objektivi strategjik 2. Përmirësimi i kornizës institucionale dhe ligjore për financim në zhvillimin e qëndrueshëm të programeve dhe projekteve të OShC-ve me interes publik;
Objektivi strategjik 3. Zhvillimi i praktikave dhe procedurave për kontraktimin e OSHC-ve për ofrimin e shërbimeve publike;
Objektivi strategjik 4. Rritja e vullnetarizmit në programet me interes publik.

Për të vlerësuar implementimin e objektivave të Strategjisë, bazuar në planin e punës, Platforma CiviKos në kuadër të Programit për Angazhim Qytetar është duke kërkuar një Ekspert të jashtëm për vlerësimin e zbatimit të Strategjisë Qeveritare për Bashkëpunim me Shoqërinë Civile 2019-2023.
Qëllimi dhe objektivat
Qëllimi i këtij vlerësimi është që të jepet një pasqyrë e nivelit të zbatimit për secilën prej objektivave të Strategjisë Qeveritare për Bashkëpunim me Shoqërinë Civile 2019-2023, bazuar në Planin e Punës të Strategjisë
Objektivat specifike:

Analiza e zbatimit të Strategjisë për periudhën 2019-2023;
Analiza e zbatimit të Strategjisë bazuar në aktivitetet e përcaktuara në kuadër të objektivave strategjike të Strategjisë;
Dhënia e rekomandimeve për veprim të mëtutjeshëm.

Metodologjia
Vlerësimi i zbatimit të Strategjisë duhet të bëhet në përputhje me objektivat specifike të përcaktuara më sipër. Kontraktuesi i përzgjedhur pritet që paraprakisht të hartojë një metodologji të detajuar, të miratuar nga CiviKos. Qasja dhe metodologjia e hartuar duhet të përfshijë: metodën mikse të mbledhjes së të dhënave (sasiore dhe cilësore), mekanizmat e validimit të të dhënave etj.

Intervista me anëtarët e Këshillit për Bashkëpunim Soqëri Civile – Qeveri;
Intervista me zyrtarë të Zyrës për Qeverisje të Mirë;
Intervista me zyrtarë të ministrive përgjegjëse për zbatim të objektivave të Strategjisë, si: Ministria e Financave, Punës dhe Transfereve, Ministria e Administrimit të Pushtetit Lokal, Ministria e Punëve të Brendshme etj.;
Intervista me OShC, fushëveprimi i të cilave ndërlidhet me objektivat strategjike të Strategjisë (të paktën nga 1 OShC për secilën objektivë strategjike).

Rezultatet e pritura
Raporti i vlerësimit të zbatimit të Strategjisë duhet të shkruhet në gjuhën shqipe dhe të jetë konciz në strukturën, të gjeturat dhe rekomandimet e tij.
Rezultatet/të arriturat kryesore do të përfshijnë:

Kornizën/dizajnin e detajuar të vlerësimit dhe planin e zbatimit, të dakorduar me CiviKos;
Mjetet e mbledhjes së të dhënave;
Draftin e raportit të vlerësimit të zbatimit të Strategjisë;
Raportin final të vlerësimit të zbatimit të Strategjisë.

Kriteret
Eksperti/ja apo kompania duhet të ketë:

Përvojë të gjerë (së paku 5 vite) në kryerjen e detyrave të ngjashme;
Njohuri të plotë të gjendjes politike dhe socio-ekonomike të vendit, si dhe ambientit të veprimit të sektorit joqeveritar;
Njohuri dhe përvojë të dëshmuar në sektorin e shoqërisë civile, dhe qeverisë;
Përvoja e punës me Këshillin për Bashkëpunim Shoqëri Civile – Qeveri konsiderohet përparësi;
Profesionalizëm i lartë i dëshmuar dhe aftësi për të punuar në mënyrë të pavarur dhe në situata me presion të lartë, nën afate të ngushta kohore;
Aftësi të shkëlqyera në hulumtim dhe shkrim të raporteve;
Aftësi komunikimi, duke përfshirë përvojën në prezantim;
Njohuri të shkëlqyera të gjuhës angleze. Njohja e gjuhës serbe është përparësi.

TERMS OF REFERENCE - EXTERNAL EXPERT TO EVALUATE THE IMPLEMENTATION OF THE GOVERNMENT STRATEGY FOR COOPERATION WITH CIVIL SOCIETY 2019-2023
Overall Objective
CiviKos, within the framework of the Citizen Engagement Activity, is looking for an External Expert to Evaluate the Implementation of the Government Strategy for Cooperation with Civil Society 2019-2023.
About CiviKos
CiviKos Platform is an initiative of civil society organizations in Kosovo established to create and promote an enabling environment for the cooperation of the formal civil society sector and state institutions of Kosovo. Continuously growing and currently with more than 290 member organizations of civil society, CiviKos Platform is committed to deepening the cooperation between member organizations, as well as public authorities and other relevant stakeholders in the development of civil society in Kosovo. With its mission to enable a civil society environment in Kosovo, CiviKos will utilize the expertise and the already solid formalized structure with public institutions to create a sustainable environment for CSOs.
About the Citizen Engagement Activity
The Citizen Engagement Activity is a 5-year commitment to foster a culture of activism that makes life in our neighborhoods and cities better, caring, and meaningful. This initiative imagines a future built upon a civil society that brings fundamental change within our communities through bold activism, bottom-up representation, wide-spread cooperation, professional action, structural transparency, a transformative mobilization of resources, and a reencountered sense of solidarity with one another.
The Citizen Engagement Activity in Kosovo is implemented by the Kosovar Civil Society Foundation in Kosovo (KCSF) in partnership with the United States Agency for International Development (USAID). CiviKos Platform is a partner of KCSF in implementing this program.
Background and Scope
CiviKos Platform facilitates the process of cooperation between civil society and the government and is co-chairing the Council for Cooperation between Civil Society and the Government. The Government Strategy for Cooperation with Civil Society 2019-2023 defines the strategic objectives and policies the Government of the Republic of Kosovo intends to achieve in the medium-term period in order to improve the enabling environment for the development of civil
society and create pre-conditions for a more effective cooperation of government bodies and CSOs in key reform processes in the country. The Strategy is composed of 4 strategic objectives as follows:

Strategic Objective 1. Increasing civil society participation in policymaking;
Strategic Objective 2. Improvement of the regulatory and institutional framework for financing sustainability of programs and projects of CSOs in public interest;
Strategic Objective 3. Development of the practices and procedures of contracting of CSOs for the provision of public services;
Strategic Objective 4. Increasing volunteerism in programs of public interest.

To evaluate the implementation of the Government Strategy for Cooperation with Civil Society 2019-2023 objectives, CiviKos Platform within the Citizen Engagement Activity is looking for an External Expert to Evaluate the Implementation of the Government Strategy for Cooperation with Civil Society 2019-2023.
Aim and Objectives
The aim of the evaluation is to provide an overview of the implementation progress for each of the objectives of the Government Strategy for Cooperation with Civil Society 2019-2023 based on its work plan.
Specific objectives:

Analysis of the implementation of the Strategy for the period 2019-2023;
Analysis of the implementation of the Strategy based on the activities defined within the strategic objectives of the Strategy;
Providing recommendations for further action.

Methodology
The evaluation of the Strategy should be conducted in line with the above laid specific objectives. The selected contractor is expected to draft a detailed methodology prior to embarking on the assignment, approved by CiviKos. The designed approach and methodology should include mixed-method data collection tools (quantitative and qualitative), data validation mechanisms, etc.

Interviews with members of the Council for Cooperation between Civil Society and Government;
Interviews with officials of the Office for Good Governance;
Interview with officials of the ministries responsible for implementing the objectives of the Strategy, such as the Ministry of Finance, Labor and Transfers, the Ministry of Local Government Administration, the Ministry of Internal Affairs, etc.;
Interviews with CSOs whose scope is related to the strategic objectives of the Strategy (at least 1 CSO for each strategic objective).

Deliverables
The evaluation report should be written in English and be concise in its structure, findings, and recommendations
Expected outputs/deliverables will include the following

Detailed evaluation framework/design and implementation plan agreed with CiviKos.
Data collection tools.;
The draft of the evaluation report on the implementation of the Strategy;
The final evaluation report of the implementation of the Strategy.

Criteria
The expert/company shall have:

Extensive experience (at least 5 years) in completing similar assignments;
Solid knowledge and understanding of the political and socio-economic situation in the country, as well as the activities undertaken by the CSO sector;
Demonstrated knowledge and experience working with the civil society sector;
Experience working with the Council for Cooperation between Civil Society and Government is considered an advantage;
Demonstrated high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines;
Excellent research and report writing skills;
Communication skills, including experience in presentation;
Full working knowledge of English. Serbian language is an advantage.

Proposal and budget
The interested parties can express their interest in the engagement by sending their CV and a short description of the consultant/company, including an outline of their recent experience on similar undertakings. The budget proposal should be in euros. The required documents should be delivered to info@civikos.net no later than 9 June 2023.
