- PROJECT BACKGROUND
USAID’s Kosovo Municipal Integrity (KMI) activity addresses long-standing challenges related to corruption and poor-quality service delivery by the Government of Kosovo by enhancing public financial management (PFM), with a focus on municipal procurement, and by reinforcing accountability mechanisms both within government and outside of government through civil society, the private sector, and media.
The four objectives of this activity are:
- National accountability agencies provide more effective and coordinated financial oversight.
- Governments increase use of good practices in budget planning, public procurement, and contract management.
- Government advances norms and practices that support internal audit and accountability.
- Civil society, media, and the private sector improve the integrity of public and private sector actors in public procurement.
- ROLE’S PURPOSE
The Moodle LMS expert will support KMI/Objective One to set up and configure the Moodle learning management system for the Kosovo Institute of Public Administration (KIPA) in close coordination with the Kosovo Agency for Information Society (AIS).
- OBJECTIVES AND TASKS
The primary objectives of the Moodle installation and configuration specialist are as follow:
- Install the latest version of Moodle on the AIS designated server/hosting environment.
- Configure Moodle to meet KIPA organization's specific requirements and needs.
- Ensure the proper integration of essential plugins and modules.
- Optimize the Moodle installation for performance and security.
- Provide necessary documentation and training to staff for ongoing maintenance and administration.
The expert will be responsible for the following tasks:
- Initial Assessment:
- Assess KIPA requirements and objectives.
- Assess server or hosting environment for compatibility with Moodle installation.
- Installation and Configuration:
- Install the latest stable version of Moodle on the designated server.
- Configure the basic settings, including site name, language, time zone, and user authentication through government active directory.
- Set up user roles, permissions, and enrollment methods.
- Configure email settings for notifications and user communication.
- Customize the site appearance with KIPA branding and theme.
- Configure course categories, grading scales, and other essential system settings.
- Plugin Integration:
- Identify and install necessary plugins based on KIPA requirements and objectives.
- Configure and customize the plugins to enhance Moodle's functionality.
- Ensure compatibility and smooth integration with existing systems, if applicable.
- Performance Optimization:
- Optimize the Moodle installation for performance and scalability.
- Implement caching mechanisms and other performance-enhancing techniques.
- Coordinate with AIS to fine-tune server settings and database configuration.
- Security Enhancement:
- Implement necessary security measures to protect against unauthorized access.
- Configure user authentication methods, password policies, and account security.
- Enable SSL encryption for secure data transmission.
- Documentation and Training:
- Provide comprehensive documentation outlining the installation and configuration process.
- Create user guides and manuals for administrators, instructors, and learners.
- Conduct training sessions to educate our staff on Moodle administration and maintenance tasks.
- QUALIFICATIONS
- A degree or diploma in computer science, information technology, or a related field
- At least 10 years of work experience in the field of system installation and configuration, demonstrating specific experience with Moodle or similar learning management system.
- Proficiency in server administration, including Linux, Apache, MySQL, and PHP (LAMP) stack.
- Strong understanding of web servers and database management systems.
- Knowledge of PHP programming language.
- Experience with learning provider institutions, public or private, is highly desirable.
- Good management, analytical, problem-solving and communication skills
- Experience with government IT systems is an advantage.
