Energy Markets Lead - Kosovo

Position summary & job purpose:

We are recruiting for an experienced Energy Markets Lead to be responsible for leading the review of Kosovo’s energy market and facilitating the clean energy transition in Kosovo. This position is in Pristina, Kosovo, to support the implementation of the USAID-funded Energy Sustainability Activity (ESA) from May 2023 to February 2026.

The goal of this activity is to improve Kosovo's energy security by strengthening the capacity and sustainability of local institutions to advance energy market development and regional integration and to facilitate investments in energy infrastructure.  In doing so, the activity will enable the energy sector to serve as a vehicle for the country’s economic growth and increase opportunities for economic participation among its citizens.  The three overarching technical objectives of ESA are as follows: (i) Energy Sector Governance, Domestic Energy Market Development, and Regional Market Integration; (ii) Improved Energy System Resilience; and (iii) Increased Investment to Secure Long-Term Energy Supplies. The Energy Markets Lead will be responsible for all activities under Objective 1, with additional support to the other objectives where needed. Learn more about the project here.

Position responsibilities:

  • Lead and provide the technical, market and regulatory expertise in developing and reviewing the energy market and balancing rules and procedures in compliance with Kosovo’s laws and in line with the acquis to broaden electricity market integration.
  • Lead and provide technical expertise to Kosovo Transmission, System and Market Operator (KOSTT) in fulfilling the obligations and complying with the Catalogue of Measures under the Connection Agreement between KOSTT and ENTSOE with emphasize those relating to the system balance.
  • Lead and provide the technical expertise to KOSTT in developing a new Kosovo Electricity Market Design to allow fair and transparent competition, support successful operation of Albanian Power Exchange (ALPEX), sustainable market allowing higher share of RES, promotion of consumer choice, facilitate integration of Kosovo’s electricity market, development of ancillary service and balancing market and accommodation of the value of batteries.
  • Liaise and coordinate with the sector regulator (ERO) and oversee the development and/or amendments to the primary and secondary framework towards the harmonization of the  Kosovo’s laws and in line with the Energy Community acquis
  • Design and lead the implementation of technical tasks related to strengthening governance of domestic energy markets development and regional integration.
  • Build capacity of the institutions responsible for energy market governance and regional energy market integration for all aspect related to power exchange (ALPEX), development of ancillary service and balancing market, integration into regional and the pan-European market, and accommodation of battery capacity.
  • Promote ALPEX (Albanian Power Exchange) with market participants by training their staff on DAM and ID exchange trading and market coupling with the fact that we are approaching the launch of ALPEX and the associated introduction of market coupling with Albania and future integration into the pan-European market.
  • Lead the electricity market reforms resulting in active, sustainable, regional and domestic electricity trade that operates in line with legal and regulatory framework.
  • Support KOSTT to improve capacity to operate as an independent control area within the ENTSO-E network and to diagnose system deficiencies and independently obtain quality expertise.
  • Lead and provide the technical expertise on System Integration Study report being for KOSTT.
  • Manage a team of technical experts in collaboration with COP to achieve defined project results and produce deliverables on schedule.
  • Build strong working relationships with the regulators, utilities, policymakers and private sector and the donor community.
  • Provide technical assistance, analyses and capacity building to energy stakeholders to restructure markets, increase integration with the EU, develop energy policies and plans, adopt transparent and competitive procurement practices, and support transition to retail electricity markets.
 

Essential KSAs required (experience, skills, education, certification, etc.):

  • Advanced degree in science, engineering, economics, business, or relevant field.
  • Experience working in electricity sectors in developing countries, as well as, EU and Energy Community countries, especially in countries with advanced competitive electricity markets, including electricity markets with established Day Ahead Markets, Balancing Markets, Intraday Markets, Power Pools, Power Exchanges, Clearing Mechanisms, OTC Markets, etc.
  • Minimum 15 years of experience in energy markets, energy management, business development or trading activities. 
  • Experience with contracts/professional engagements in electricity sector reform and harmonization to the EU and/or Energy Community Acquis Communautaire on energy.
  • Experience in advising on electricity market trends and strategies.
    Demonstrated experience in managing or performing quantitative analysis, modelling and reporting of, and advising on, electricity market trends and strategies.
  • Demonstrated experience in project management and working with and coordination of various stakeholders.
  • Demonstrated experience with establishing strong relationships with a range of organizations, beneficiaries, and related parties (e.g., national, and local government, NGOs, civil society, private sector).
  • Excellent credentials as a manager of professional staff.
  • Proficiency in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, Project, Visio, etc.).
  • Professional proficiency in English is required.
  • Experience in leading Objectives/Workstreams of international donor-supported programs of relevant size and complexity, with USAID experience a plus.
  • Demonstrated ability to collaborate with diverse energy sector stakeholders.
  • Demonstrated ability to network and form relationships with key energy sector institutions.
  • Knowledge of EU energy integration context and requirements.

Valued but not required KSAs: 

  • Multilingual, or a demonstrated ability/willingness to learn a foreign language.
  • Have a deep and broad base of knowledge regarding electricity generation, transmission and distribution systems, integrated resource planning processes, renewable resources and regulatory frameworks.
  • Superior time management skills.
