The Technical Director will be responsible for providing technical expertise and guidance to all capacity development activities within the activity. Under the supervision of the Project Director, the Technical Director will serve as the project's principal contact point for staff supporting the implementation of the activity and any consultants hired. S/he will manage and oversee the media, workforce, and youth portfolio within SPPKS. This includes working with junior staff, local civil society and media production partners, as well as potential broadcasting companies. The Technical Director will lead the recruitment and hiring of local technical support staff with the assistance of the home office.

Job Responsibilities:

  • Provide senior technical expertise and guidance to all activities within the programme
  • Liaise and coordinate with key stakeholders related to SPPKS workplan including senior leadership with partner organizations, government representatives, and donors.
  • Coordinate closely with SPPKS staff and home office to ensure activities are in line with programme objectives and goals.
  • With the project team, design and draft work plans, M&E plans, and all reports to the donor.
  • Monitor and oversee the process of identifying technical assistance needs of local partners, delivering appropriate technical assistance to assist them.
  • Manage consultants hired to support implementation.
  • Ensure that all assistance provided under the contract is technically sound and appropriate for the needs to be addressed.
     Oversee the exploration of challenges to pilot programmes and documentation of successes and lessons learned to share with home office staff and the donor

Minimum Requirements

  • Master's degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development, or Related Field.
  • 8+ years of relevant experience in management of large projects and/or programmes in the media/communications, workforce or youth engagement areas.
  • Proven leadership and management skills to oversee a team and a demanding workload.
  • Extensive experience working with youth and youth-focused organizations, as well as media and communications partners.
  • Previous experience working with local civil society organisations in Kosovo and/or Serbia.
  • Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Previous experience building partnerships, working with donors, and managing complex relationships with stakeholders.
  • Experience working in a fast-paced environment, juggling multiple priorities.
  • Excellent oral and written communication skills in English; fluent in Albanian or Serbian; preferred fluency in all three.
