JOB DESCRIPTION AND STATEMENT OF WORK

Overview: Recura is seeking a long-term Investment Promotion Lead for the U.S. Agency for International Development (USAID)-funded Kosovo Investment Promotion and Access to Finance Activity (“Activity”).

Activity Description

The Investment Promotion and Access to Finance Activity is a 5-year activity awarded to DT Global in consortia with Kosovo-based Recura and US-based Connexus, which aims to strengthen private sector capacity for sustainable economic growth through two components: 1) attracting investment; and 2) increasing diversified finance. The Activity will adopt a private sector-led approach by creating sustainable partnerships between private sector stakeholders and the Government of Kosovo (GOK).

General Responsibilities

 

Responsible for overseeing activities that strengthen the capacity and coordination of key GOK institutions that play a role in promoting and attracting investment in the Kosovo economy. S/he will work closely with the Legal and Regulatory Reform Lead, the Diversified Finance Lead, and local actors to facilitate the development of an enabling policy and legal framework that incentivizes investors to invest capital into Kosovar firms and to more generally expand investment inflows to Kosovo.

Specific Tasks and Responsibilities

  •  Lead efforts to support GOK institutions in promoting and attracting investment in the Kosovo economy, including assisting GOK institutions in internal reform processes.
  • Lead assistance efforts to the GOK to develop fiscal and non-fiscal policies to attract investments.
  • Assist the GOK to strengthen commercial diplomacy and relations with foreign investors.
  •  Work closely with the Legal/Regulatory Lead to facilitate the development of policy and legal frameworks that incentivize investors to invest capital into Kosovo firms.
  • Work closely with Diversified Finance Lead to facilitate diversification of finance solutions that promote increased investment inflows.
  • Work closely with the Private Sector to accurately address private sector perspectives toward the GOK and potential investors.
  • Actively seek to identify private sector companies, solutions and initiatives that seek to promote and expand investment inflows and improve investment readiness.
  • Direct capacity building initiatives for GOK institutions in increasing investment attractiveness.
  • Support the creation of annual work plans, setting goals and working closely with activity staff in implementing a market systems approach to investment promotion.
  • Ensure a proactive programming of Activity’s grant funding in the area of responsibility.
  • Work closely and regularly with the MELP Lead to monitor and capture key results.
  • Collaborate closely with Communications Director to capture success stories and promote key successes.
  • Perform other tasks as assigned by supervisor.

Minimum Education Requirement

Advanced degree in a relevant field or equivalent professional experience.

Minimum Professional Experience/Capabilities

  • Prior experience leading investment promotion activities in Kosovo and / or region.
  •  USAID experience preferred.
  • Prior experience in working with governmental actors, particularly bodies responsible for overseeing investment and financing operations in Kosovo is a must.
  • Experience leading teams to deliver long-term technical assistance programs in investment and financing overhaul.
  •  Demonstrated ability to effectively engage key senior stakeholders, including ministers, agency heads, and C-suite executives, to achieve program objectives.
  • Ability to effectively partner with donor technical and management representatives to support program design, implementation, and effectiveness.
  • Strong conceptual and communications skills in verbal presentations and writing, in both local language and English.
