  1. PROJECT BACKGROUND

USAID’s Kosovo Municipal Integrity (USAID KMI) activity is a five-year activity that began in March 2022.

USAID’s Kosovo Municipal Integrity (KMI) activity addresses long-standing challenges related to corruption and poor-quality service delivery by the Government of Kosovo by enhancing public financial management (PFM), with a focus on municipal procurement, and by reinforcing accountability mechanisms both within government and outside of government through civil society, the private sector, and media.

The four objectives of this activity are:

  1. National accountability agencies provide more effective and coordinated financial oversight.
  2. Governments increase use of good practices in budget planning, public procurement, and contract management.
  3. Government advances norms and practices that support internal audit and accountability.
  4. Civil society, media, and the private sector improve the integrity of public and private sector actors in public procurement.
  5. ROLE’S PURPOSE

The Integrity Plan for public institutions is a tool to design and implement specific measures to prevent the risk of corruption and other unethical behaviors, to promote accountability, effectiveness and transparency of public institutions, with the aim to institutionalize high ethical standards and principles of good governance.

The Purpose of this engagement is to develop the current municipal integrity plans and work jointly with municipalities and Ministry of Health (MoH), Ministry of Local Government Administration (MLGA), Central Harmonization Department/Ministry of Finance (CHD), and Ministry of Internal Affairs - Public Administration and in close coordination with the institutions that are responsible for approving and/or monitoring implementation of the Integrity Plans-Anticorruption Agency (ACA) and Ministry of Administration and Local Government (MLGA), to assess the implementation of existing integrity plans and code of ethics , accordingly with new package of laws related to civil/public servants.

Also, the purpose of this activity is to support municipal “integrity groups” in focus municipalities and MoH, to establish integrity groups that will discuss this matter with the managers and will develop/update and implement integrity plans for all focus municipalities.

USAID KMI will support the establishment of sustainable municipal ‘integrity groups’, that will support developing the Integrity plans for Gjakovë/Đakovica, Gjilan/Gnjilane, Prishtina/Pristina municipalities and MoH. The “integrity groups” will consists of representatives from municipal departments and will be responsible for developing and updating the integrity plans, monitoring implementation of integrity plans, and reporting to management about progress. The integrity group will advise mayors on challenges and recommendations for full implementation and the enhancement  of the municipal integrity plan. Also, USAID KMI activity will support other partner municipalities (Lipjan/Lipljan, Pejë/Peć, Rahovec/Orahovac, Suharekë/Suva Reka, and Vushtrri/Vučitrn) to monitor the Integrity Plan and report on its implementation as well as in the implementation of the Code of Ethics.

  1. OBJECTIVES AND DUTIES

The main objective is to support Gjakovë/Đakovica, Gjilan/Gnjilane, Prishtina/Pristina municipalities and MoH in drafting the Integrity Plan and support all USAID KMI partners to monitor and report on its implementation. The expert will provide technical support to USAID KMI partners in drafting the above-mentioned documents and established a sustainable system to monitor the implementation of the Integrity Plan and Code of Ethics.

The objectives and duties of this position is to provide support to the USAID KMI activity in undertaking the following:

  • Review current municipal and MoH integrity plans status and code of ethics and their implementation levels,
  • Discuss with focus municipalities and MoH the implementation challenges related to the integrity plans and code of ethics implementations,
  • Analyze, review, and provide recommendations for development and improvements of the implementation of integrity plans and code of ethics, in coordination with Anticorruption Agency (ACA) and Ministry of Administration and Local Government (MLGA)
  • Support the creation of “integrity groups” in Gjakovë/Đakovica, Gjilan/Gnjilane, Prishtina/Pristina municipalities and MoH,
  • Support/facilitate working groups of the Gjakovë/Đakovica, Gjilan/Gnjilane, Prishtina/Pristina municipalities and MoH in drafting Integrity Plans.
  • Support Lipjan/Lipljan, Pejë/Peć, Rahovec/Orahovac, Suharekë/Suva Reka, Vushtrri/Vučitrn Gjakovë/Đakovica, Gjilan/Gnjilane, Prishtina/Pristina municipalities and MoH in drafting report of implementation of the Integrity Plan.
  • Discuss and present update needs with focus municipal and MoH management,
  • Discuss with focus municipalities and MoH implementation challenges related to the code of ethics,
  • Discuss with stakeholders (CHU, MLGA, MPA and ACA) all matters related to the code of ethics,
  • Develop materials and provide four workshops related to Integrity Plans for working groups of Gjakovë/Đakovica, Gjilan/Gnjilane, Prishtina/Pristina municipalities and MoH;
  • Develop materials and provide two tailored learning events for municipal and MoH officials in integrity, disclosure, and management of conflict of interest
  • Advice focus municipalities and MoH on implementation of Integrity plans and Code of Ethics
  • Explore options in introducing enforcement instruments in implementation of Code of Ethics and Integrity Plan, and
  • Provide a final report with a list of activities, including findings, and recommendations for improvement.
  1. DELIVERABLES:
  • Assessment report with list of activities, findings, and recommendations for implementation of Integrity plans and Code of Ethics
  • Workshop and learning events materials such as: Agenda, Presentations, forms-templates developed
  • Conduct at least four workshops on updating integrity plans including workshop materials
  • Conduct two learning events for focus municipal and MoH officials in integrity, and the disclosure and management of conflict of interest
  • Municipal and MoH Integrity Plans for Gjakovë/Đakovica, Gjilan/Gnjilane, Prishtina/Pristina municipalities and MoH developed
  • Reports of implementation of the Integrity plans of 8 focus municipalities and MoH developed
  • Final Report with list of activities, findings, and recommendations for improvement.
  1. RECRUITMENT QUALIFICATIONS
  • University degree in law, public administration, social sciences, political sciences or other related fields (master’s degree or equivalent). Post graduate degree is an asset.
  • At least 5+ years of experience in the field of public administration and local/central governance
  • Experience in or knowledge of public sector legislation related to public administration, finance, procurement, and other local-level legislation or related field of relevant experience.
  • Experience in drafting policies and legal acts with public institutions in Kosovo. Experience in developing Integrity plans and code of ethics is an advantage.
  • Knowledge of English language is an advantage.
  1. REQUIRED SKILLS:
  • Proven experience in coaching, mentoring, and capacity building.
  • Proven ability to establish and maintain effective working relationships with all levels of stakeholders, including municipal counterparts, partners, the project team, and the public.
  • Knowledge of the process of the integrity plan and code of ethics and how to assess the level of vulnerability of the public institution's, exposure to corrupt and unethical practices, would be a strong asset.
  • Good management, analytical, problem-solving and communication skills
  • Excellent writing and analytical skills
  • Experience with USAID or other donor organizations preferred.
  1. REPORTING:
  • This position will report to the Objective Two and Three Lead.
