Construction Reform Advisor

Chemonics is implementing the USAID-funded Kosovo Economic Governance Activity (KEGA), a 5-year project that started in April 2019, to reduce public perception of and opportunities for economic corruption through improvement to economic governance, thereby encouraging investment in Kosovo’s economy. This result will be achieved through three main objectives:

  1. Business Environment Improvement;
  2. Strengthened Public Financial Management; and
  3. Enhanced Strategic Communications.


Working as part of the Business Environment Improvement Objective, the Construction Reform Advisor will support construction permitting and related inspections reform at the national and local level, including institutional coordination and alignment with international standards. The term of assignment is for the life of the project, subject to satisfactory performance. At all times adhere to, and act according to Chemonics’ Professional Code of Ethics (“Living Our Values”).

Specific Tasks and Responsibilities

  • Support the Ministry of Environment and Spatial Planning (MESP) to review the primary and secondary legislation on construction permitting and construction inspections at the central and municipal levels and implement improvements.
  • Validate, with private sector and local government input, the real process being applied for construction permitting to identify any variance from law or international reports and identify opportunities to bring the implemented process into alignment with legal requirements, good governance principles, and policy goals.
  • Support MESP and selected municipalities to improve construction permitting and construction inspections processes and procedures at the operational level with the objective of reducing time and costs and promoting transparency, disclosure, and use of operational metrics to evaluate performance.
  • With the Municipality of Pristina, MESP, and private sector representatives, assess the efficiency and effectiveness of the One-Stop-Shop for Construction Permits at the Municipality of Pristina, as well as propose further improvements and design options for potentially replication of positive process improvements in the One-Stop-Shop solution to other Kosovo municipalities.
  • Support relevant Government of Kosovo counterparts including MESP and the Kosovo Standardization Agency, and private sector partners to identify, adopt, and publish voluntary international standards and pursue public-private collaborations to develop subsequent mandatory technical building code provisions.
  • Work in close coordination with the project Public-Private Dialogue Advisor, Strategic Communications Advisor, and Monitoring, Evaluation, Learning and Analytics Advisor to identify and support opportunities to expand and institutionalize mechanisms for engagement between the government and the private sector, improve communications within government partners and between government and the private sector, and increase use of operational outcome-based performance metrics.
  • Cooperate with other objectives to find synergies and achieve project targets; Contribute to component activities’ design under the direction of the Business Environment Improvement Objective Lead, with input from local team and counterparts.
  • Meet or exceed all quantitative project goals and performance deadlines linked to this position as articulated in the project Monitoring, Evaluation and Learning Plan and annual work plans, including the time, procedures and costs reflected in the Doing Business Dealing with Construction Permits indicator set, facilitating full local and national implementation of streamlined procedures consistent with public policy goals.
  • With other project staff, support the implementation of the program for the treatment of constructions without permit, as needed.
  • Other tasks as required.


  1. Experience (Required) - Minimum 5 years of general working experience and minimum 3 years of working experience in business environment or public administration reform required. Specific working experience in construction permitting reform, spatial planning reform or related field preferred.
  1. Education (Required) – University degree in law, public administration, engineering, architecture, or related field
  2. Language Skills (Required) – English and Albanian fluency, with excellent writing and presentation skills. Serbian language skill preferred.
  3. Computer Skills (Required) - Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mail (Microsoft Outlook).
  4. Interpersonal Skills (Required) – Proven ability to work professionally, constructively and collaboratively as part of team, meet deadlines, communicate effectively, and deal with diverse partners (including high-level government officials, entrepreneurs and international donors) in a challenging environment.
  5. Self-Motivation and Guidance (Required) – Strong individual initiative and ability to manage daily activities and achieve expected results with or without direct oversight.
