Justice Activity in Kosovo Recruitment For Justice Innovation Specialist

	 	 
Chemonics seeks a candidate for the position of Justice Innovation Specialist for the USAID-funded Kosovo Justice Activity. The purpose of the Justice Activity is a more responsive justice system capable of providing people access to quality services and multiple means to solve their justice needs and every day legal problems to generate greater public trust in the justice system and the rule of law. This activity builds on USAID’s previous projects in Kosovo and lessons learned by USAID/Kosovo, local partners, and other donors.
The Activity is organized by three integrated objectives, 1) Quality and Accessibility of Justice Services Improved, 2) Citizen Understanding, Engagement, and Trust of the Justice System Improved, and 3) Effective Innovations in the Justice Sector Developed. Community-based activities under Objective 2 anchor the Justice Activity in Kosovo by defining the problems to be solved under Objectives 1 and 3.
Position Description
The Justice Innovation Specialist will provide strategic direction and guidance toward establishing a Justice Innovation Incubator and provide hands on guidance and mentorship to the Incubator to identify and develop innovative solutions to improve the quality of justice services and make them more responsive to citizen needs.
Principle Duties and Responsibilities
The Justice Innovation Specialist is responsible for the following principal duties and responsibilities:

Utilize and maintain a vibrant environment to support an innovation network, leveraging existing and new networks that stimulates business and government to enable active learning
Identify and develop innovative and sustainable solutions to improve the quality of justice services across project objectives
Engage citizens, NGOs, civil society, the private sector, academia, and other interested parties from different regions of the country to participate in justice innovation activities in collaboration with justice institutions
Analyse users’ feedback to identify potential improvements to existing product processes
Manage the work of local consultants and CSOs working on the program’s justice innovation activities
Ensure that innovative approaches to advancing legal and judicial efficiency and justice service delivery are included in the program’s activity planning, implementation, and monitoring efforts
Maintain productive relationships with USAID, CSOs, and local stakeholders to ensure effective collaboration, coordination, and engagement.
Contribute to program technical learn sessions, work planning, compliance, and operations.

 
Required Skills and Qualifications
 
The position requires an individual with:

Degree in law, international development, public policy, or another related field
Minimum of five years of demonstrated experience successfully implementing donor-funded projects in the democracy and governance sector, including in rule of law, citizen and community engagement, and local capacity development
Experience with qualitative and quantitative user research to create new products and materials
Knowledge of the local and regional IT ecosystem, rule of law sector, media, and civil society
Record of developing, promoting, and scaling innovative approaches and solutions to improve civic engagement among citizens and under-served populations, including women and youth, at a grassroots level
Experience mobilizing communities and facilitating local capacity development
Experience working with organizations in the information space or advocacy in Kosovo and/or region
Strong interpersonal and communications skills, including the ability to communicate clearly and concisely both orally and in writing
Fluency in English required, proficiency in Albanian, and other regional languages preferred
