Job Summary

The Social Contract Activity (SCA) in Kosovo (the “Project”), funded by USAID, aims to introduce sustainable practices for public participation to improve Kosovo citizens' quality of life and strengthen their partnership with the municipal government. The Activity is seeking two consultants to facilitate a public dialogue between community groups and municipal officials to improve public participation.

Background

The Project is in the process of drafting an analysis with recommendations for expanding public participation in five municipalities of Kosovo resulting from a series of consultation workshops using social behavioral change approaches. Following the presentation of municipal-specific assessments to municipal officials and community groups, the Activity plans to facilitate a series of workshops between local government officials and community groups in order to draft Public Participation Action Plans (hereinafter PPAPs). The PPAP process will be conducted in a form of collaborative dialogue to prioritize and agree on practices that aim to improve public participation with the municipality. The PPAP process will be owned by local officials and local community groups to establish local practices for successfully addressing local matters. 

The Consultant on Public Dialogue Facilitation - hereinafter the Consultant is expected to work closely with an International Expert on Public Dialogue Facilitation - hereinafter the International Expert, to adopt an interactive method for conducting workshops to build consensus on practices and issues intended to strengthen public participation with the municipality. The Consultant will be responsible for assisting the facilitation of the dialogue in one partner municipality and leading the facilitation process in four other partner municipalities. The Consultant is also expected to work with USAID Social Contract Activity team to facilitate the workshops and the working groups.

Key Tasks and Responsibilities of the Consultant

• Provide feedback on the  and culturally specific interactive approaches for workshops;
• Facilitate workshops between community groups and municipal officials;
• Assist in capturing participation practices and issues agreed by participants and municipal officials during the workshops in written form;
• Provide feedback on PPAPs to make them more practical and implementable;
• Participate in person in outbrief sessions with the SCA team;
• Perform other tasks as required related to the PPAP process in five partner municipalities.

Key Deliverables

The Consultant is expected to provide the following deliverables:

• Written feedback on facilitation guides;
• Drafts of PPAPs in five pilot municipalites;
• Recommendations and next steps.
• General report on the work performed for USAID.

Qualifications

• Minimum of seven years of experience in local governance, including public participation processes and strategies;
• Experience in citizen engagment is an advantage;
• Proven experience in facilitating workshops or trainings with institutions and/or community groups;
• Bachelor’s degree in social sciences, public policy, economics, or related field required. Master’s degree preferred;
• Demonstrated skills in working effectively with and advising the SCA team;
• Proven ability to energize and engage people surrounding a public issue;
• Exceptional oral and written communication skills in English;
• Working level knowledge of Serbian is an advantage.

Reporting

The Consultant will report to the Chief of Party (COP), with technical direction from the Deputy Chief of Party (DCOP). The level of effort (LOE) for this consultancy will be up to 20 days with possible overnight stays within Kosovo.
