Position: Deputy Chief of Party

International City/County Management Association (ICMA) is looking for a Deputy Chief of Party for its Local Effective Governance Activity in Kosovo.


ICMA advances professional local government worldwide through leadership, management, innovation, and ethics. ICMA, a 501(c)(3) nonprofit organization founded in 1914, provides data and information, peer and results -oriented technical assistance, and training and professional development to its more than 12,000 members who are local government leaders and practitioners. The management decisions made by ICMA's members affect millions of individuals living in thousands of communities, from small villages and towns to large metropolitan areas. The organization is an internationally recognized publisher of information resources ranging from textbooks and survey data to topical newsletters and e-publications. ICMA provides technical assistance to local governments in developing and decentralizing countries, helping them to develop professional practices and ethical, transparent governments. The organization performs a wide range of mission-driven grant and contract-funded work both in the U.S. and internationally, which is supported by federal government agencies, foundations, and corporations.


The purpose of the Local Effective Governance activity in Kosovo is to strengthen the operations and inclusiveness of municipal governance in municipalities with non-majority communities in Kosovo. Local Effective Governance activity has the objectives to improve equitable, efficient, and transparent municipal governance which responds to citizens’ priorities with a focus on non-majority participation in democratic structures, and to increase active citizen participation of both majority and non-majority communities in municipal structures. Local Effective Governance activities will be conducted in the following 14 municipalities: Leposavić/Leposaviq, Zvečan/Zveçan, Mitrovica/Mitrovicë North, Zubin Potok, Gračanica/Graçanicë, Ranilug/Ranillug, Štrpce/Shtërpcë, Obilić/Obiliq, Istog/Istok, Klina/Klinë, Dragash/Dragaš, Parteš/Partesh, Klokot/Kllokot, and Novo Brdo/Novobërdë.

PURPOSE: TheDeputy Chief of Party will work with the Chief of Party (COP) and the Objective Leads to oversee project administration and operations and monitoring and evaluation activities. The DCOP will work closely with the COP in developing and managing the annual work plans, coordinating all project activities, and working collaboratively with ICMA subcontractors and Local Effective Governance Activity stakeholders. The DCOP will be responsible for establishing appropriate systems to manage and integrate activities of the two Local Effective Governance objectives. The DCOP will oversee the Regional Municipal Advisors and will closely work with all 14 municipalities’ local government officials.


Specifically, the Deputy Chief of Party will:

  • Be responsible for managing the daily operations of the program, including administrative and financial oversight, supervision over M&E activities, backstopping long‐ and short‐term specialists, and reporting to USAID;
  • Oversee the successful implementation of all crosscutting project activities;
  • Oversee effective monitoring, evaluation and reporting of overall project activities;
  • Collaborate with USAID, stakeholders and other counterparts such as national and local governments and institutions, other donors, NGOs, and leaders in different sectors to achieve Local Effective Governance activity objectives;
  • Work closely with the home office as well as field office management teams to ensure smooth operations of all Local Effective Governance activities;
  • Ensure the program focuses on achieving results;
  • Maintain the highest standard of integrity and ensure compliance with all project procedures and processes, with ICMA policies, and with USAID contract requirements;
  • Collaborate with the Objective Leads and the Regional Municipal Advisors to support the timely and effective implementation of the project’s technical scope of work;
  • Assist Local Effective Governance activity staff, implementing partners, and beneficiaries in the structuring of procurements and grants;
  • Actively work with the COP in the development and the management of annual work plans and budgets;
  • Prepare reports that may be required by USAID, home office, or project management;
  • Supervise the Regional Municipal Advisors and closely work with all 14 municipalities’ local government officials;
  • Backstop the COP, component leads and technical staff as needed;
  • Undertake other necessary tasks that the COP assigns.


  • Relevant university degree.
  • Excellent verbal, interpersonal and written communication skills in English, strong analytical, problem-solving and decision-making capabilities; and ability to multi-task in a fast-paced environment.
  • Relevant professional experience implementing successful, multi-year USAID local governance projects.
  • An in-depth understanding of and an ability to effectively function in the Kosovo political, cultural, and social landscape, as well as a proven track record of working effectively with Kosovo non-majority communities.
  • Strong donor project management background.
  • Strong leadership skills with a demonstrated ability to manage and motivate teams toward group action.
  • Solid “troubleshooting” skills and sound judgment in dealing with partners experiencing implementation challenges.
  • Experience reporting clearly and comprehensively on a complex portfolio of activities.
  • Excellent interpersonal skills.


  • This position will report directly to the Chief of Party.
