Background:

Tasks and Responsibilities:

l. Drafting and/or compiling various reports to: (a) the OSCE Secretariat, including daily, weekly, background, by-annual and spot reports;

(b) international partners, including UNMIK, EU Office in Kosovo, UN Agencies, Embassies and Liaison Offices in Kosovo and others;

(c) overseeing the maintenance of reporting distribution lists; and responds to external requests for information from report receivers.

2. Conducting research and contributing to the preparation of analytical reports and papers on important matters related to political developments of Mission policy concerning: (a) performing research on topics under his/her portfolio that are of importance to the Mission and implementation of its mandate; when needed, developing methodology for collection of data from various (Mission-internal and external) sources, including conducting interviews, extracting relevant materials, observing political institutions and opinions; presenting findings and conclusions to inform and guiding political action and/or decision;

(b) drafting/contributing to the drafting and/or otherwise compiling notes, background papers, talking points, speeches, and other correspondence for the benefit of the Head of Mission, Deputy Head of Mission and the OSCE Secretariat;

(c) participating in various internal policy formulation groups, as well as external working groups that may include the Mission (such as, for example, an inter-agency working group on drafting a new government policy framework/strategy or legislative improvements), in particular as regards northern Kosovo; summarizing and circulating outcomes of such discussions; when appropriate, preparing suggestions to the Office and Mission Senior Management for follow-up and/or improvements;

3. Monitors political and other relevant activities in Kosovo, in particular northern Kosovo, and the region and assessing trends which might affect the political/security situation and its political impact on the Mission's mandate implementation in Kosovo, to include human and community rights, democratic functioning of institutions and on public safety and security: (a) monitoring, analysing and reviewing political, policy and cross-cutting issues related to the Mission's mandate with a view to provide advice and early warning;

(b) assessing trends that might affect the political-security situation in Kosovo (and in particular northern Kosovo) and its impact on the Mission's mandate implementation, including to do with human and community rights, democratic institutions, and on public safety and security;

(c) providing up-to-date information to the supervisor regarding substantive political matters and/or regional issues and proposing solutions/possible action to be taken;

(d) monitoring media and political debates and informing supervisor about relevant development within the Mission programmatic priorities.

4. Conducting clearance of the Mission's public outlets in order to ensure alignment of these outlets with the Mission's mandate, consistency of expressed arguments, and policy guidelines from the Secretariat and the Permanent Council;

(a) reviewing whether Mission public documents/outlets are in compliance with the Mission's mandate, standards, policies, guidelines by the Secretariat and the Permanent Council; and providing recommendations to the Office for changes when appropriate;

(b) recommending to the Office corrections of the text that is not in line with the above-described factors; proposing re-arrangements or changes to the text for greater consistency, clarity and/or ensuring compliance with the Mission's terminology and style; when applicable, ensuring the accuracy of figures, sources, and statements; and checking the sustainability of the vocabulary and terminology used when they are translated in other languages;

(c) when required, participating in meetings to discuss suggested changes with the drafters and/or other clearance offices within the Mission; proposing and drafting joint recommendations to the Office.

5. Establishing and maintaining contacts with external stakeholders, including governmental institutions, political parties, think tanks and civil society organizations, in particular in northern Kosovo: (a) Establishing and maintaining contacts with all relevant local partners for the Mission; participating in meetings with representatives of local stakeholders and preparing summary documents with a view to ensuring a continued dialogue or point out issues that require special attention by the Mission;

(b) maintaining contacts with relevant international stakeholders;

6. Carrying out administrative functions related to staff planning, co-ordination and budgeting: (a) performing tasks related to preparation and clearance of documentations deriving from the OSCE Performance and Results-Based Budgeting (PBPB) requirements; participating in meetings convened to review and discuss PBPB documents; and, in consultation with supervisor, proposing policy changes for planning and budgeting of programmatic activities;

(b) participating in co-ordination meetings of the Mission and in consultation with the supervisor, administering task flow and their timely-completion within the Office;

7. Performs other related work as assigned.

Necessary Qualifications:

  •  First-level university degree in Political Science or Social Science, or related field
  •  Advanced education/certified training course in a relevant field desirable
  •  Minimum of four years working experience with political structures, government and/or international organizations; it would be advantageous that some of the working experience should have been acquired in an international organization or a mission environment
  •  Excellent written and oral communication skills in English, and in local languages
  •  Ability to analyse and interpret research data and to present findings and conclusions in a form suitable for use by inter-governmental organizations
  •  Ease of communication with representatives of members of various administrative structures and political parties
  •  Ability to formulate concerns and other reports in a concise manner and accurately represent the views of a variety of interlocutors on a particular subject in a briefing memo or policy paper
  •  Administrative skills to organize meetings, conferences and seminars
  •  Ability to work with people of all communities and a variety of nationalities with impartiality and sensitivity
  •  Computer literate with practical experience with Microsoft packages and applications
  •  Ability to work with people of different nationalities, religions, and cultural backgrounds
  •  Demonstrates gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities c4hGgFu DY31pz
  •  Holding a valid driver's license

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,835.17 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
