Deputy Chief of Party

The USAID-funded Kosovo Economic Governance Activity (KEGA) is a 5-year project that started in April 2019 to reduce public perception of and opportunities for economic corruption through improvement of economic governance, thereby encouraging investment in Kosovo’s economy. This result will be achieved through three main objectives:

  1. Business Environment Improvement;
  2. Strengthened Public Financial Management; and,
  3. Enhanced Strategic Communications.


The Deputy Chief of Party (DCOP), in cooperation with the Chief of Party (COP), will function as a unified management team over all aspects of project planning, mentoring, and implementation management, including coordinating supervision of objective leads, operations and finance manager.

The DCOP is the primary manager, supported by the COP, of the Enhanced Strategic Communications Objective, including monitoring & evaluation, private sector engagement and communications.

The DCOP will contribute specialized knowledge to project activities as part of the project’s overall commitment to facilitating the institutionalization of public and private sector partner self-reliance in support of good governance and economic growth. The DCOP will act as Acting Chief of Party when delegated.

The DCOP will at all times adhere to and act according to the Chemonics Professional Code of Ethics (“Living Our Values”) and will make the principles of the Code a part of the program’s culture and standard operating procedures.


  • Work in a unified team with the COP to ensure a coherent and strategic vision, and project implementation to achieve measurable project results.
  • In cooperation with the COP, support unified management in the following areas:
    • Lead the project team during development of annual work plans that incorporate creative and innovative approaches that maximize development impact;
    • Recognize links across Objective activities, issues and solutions to foster cooperation amongst staff for effective solutions and efficient staff execution with maximum economic growth impact;
    • Develop reports for USAID and for internal and external purposes;
    • Review work plan and performance plan progress with Objective leads and the COP to ensure progress and achievement of forecast results and impact;
    • Develop and maintain productive working relationships with project partners to achieve forecast results;
    • Represent the project to key public and private sector partners, USAID, and/or other donors as needed;
    • Provide individual insight and cross-objective vision to project management whenever possible;
    • Constantly increase and apply knowledge of international development, good governance, human systems, and related insight; and,
    • Provide timely and accurate information to USAID and the COP when requested.
  • As primary manager of the Enhanced Strategic Communications Objective:
    • Supervise Objective staff in routine activities as needed to achieve forecast project results;
    • Identify and apply innovative cross-cutting support by Objective staff to activities in Business Environment and Public Financial Management Objectives;
    • Identify opportunities to institutionalize within partners the tools and techniques of strategic communications, including data usage for communications and improved management, public outreach, and public-private engagement;
  • Oversee, mentor and support all project staff, applying innovative and data driven approaches in all activities for maximum development impact.
  • Support project staff to identify, select, and supervise local and international short-term consultants, subcontractors, and/or grantees.
  • Identify and pursue all opportunities to transfer knowledge and skills to partners to build sustainable self-reliant external systems, diminishing and eventually eliminating any reliance on the project.
  • Serve as Acting-Chief of Party (COP) when delegated by the COP.
  • Perform any other reasonable duties as assigned by the COP or designee.


  1. Experience (Required) - At least 5 years of professional experience demonstrating successful application of education indicated in point 2 below. At least 3 years of supervisory/management experience.
  2. Education (Required) – University/college degree in (or any subtopic of) business, psychology, information systems, communications, human behavior, media, data management, law, political science, process management, change management, economics, engineering, or related field. Demonstration of self-directed and continuous learning within field of formal education or related fields.
  3. Language Skills (Required) –Fluent English-language speaking, reading and writing ability. Fluent Albanian and/or Serbian-language speaking, reading, and writing ability.
  4. Computer Skills (Required) – Knowledge of word processing (Microsoft Word), spreadsheet (Microsoft Excel), presentation (PowerPoint), and electronic communications programs (Outlook).
  5. Interpersonal Skills (Required) - Proven ability to work professionally and collaboratively as part of team, mentor staff, meet deadlines, design and implement creative and innovative approaches to maximize development impact, communicate effectively, and deal with diverse partners (including high-level government officials, entrepreneurs and international donors) in a challenging environment. Ability to challenge status quo environments, adapt to dynamic challenges, and apply Kosovo-specific knowledge and insight.
  6. Analytical Skills (Required) - Demonstrated problem-solving skills, initiative and self-motivation in handling all assigned tasks with minimal supervision, and proven ability to effectively function in a complex, challenging environment. Demonstration of imagination and critical thinking to challenges for tangible and practical solutions. Ability to perceive and convey connections amongst typically compartmentalized or separated knowledge and technical areas.


This assignment is a full-time position starting with one-year contract.
