Project: Municipal Action for Reintegration and Diaspora (MARDI) 

Caritas Switzerland (CaCH) Country Office for Kosovo is seeking an enthusiastic and qualified candidate for the position of

Integration Coordinator (IC)

Under the supervision of the National Project Manager (PM), the Integration Component Coordinator will support the implementation of the Project “Municipal Action for Reintegration and Diaspora (MARDI)”, in line with Caritas Switzerland rules and regulations and donors’ requirements.

Position summary:

The IC will implement activities planned under the project MARDI, in line with the given intervention as described in the approved project document. The start of employment will be in January 2022.

Main responsibilities:

  • S/he will work under the direct supervision of the Project Manager with the main responsibility to realize, develop, and improve the implementation of the integration component of the project; this entails integration planning in 10 municipalities, but also the concrete integration and support for returnees in the field of economic and psychosocial assistance;
  • In consultation with the project manager, s/he will organize and oversee the capacity building of the local stakeholders and project implementing partners and monitor their work; furthermore, organize conferences or workshops, and provide technical inputs during different project events;
  • In consultation with the project manager, s/he will contribute to the design of the project activity plan and support the project manager in planning, preparation, and delivery of capacity building training for municipal officials in conjunction with the approved action plan;
  • Support the project manager and external experts of CACH in developing an M&E Plan;
  • Secure relevant data and information for the successful monitoring system and review on regular basis project details, deliverables, and scheduled events according to the project action plan;
  • In close cooperation with Municipal Offices for Communities and Return, maintain accurate and complete records of project data on the integration of repatriated persons in target municipalities and analyse the collected materials and reports;
  • Support the project manager for preparation and organization of field visits and make necessary appointments with project stakeholders; Support with HO and Donor visits;
  • Maintain direct and regular communication with the project manager and provide written semester, monthly and weekly reports; furthermore, prepare reports from all field activities, including protocols, attendance lists, photos, etc; and recommend adjustments to improve project implementation;
  • Organization of project meetings, participation in staff meetings and meetings with partner organizations, government representatives, and other stakeholders;
  • Conduct other activities as requested by the PM or as deemed necessary within the framework of the Caritas Switzerland Mission in Kosovo;
  • Maintain written track record of all project-related communication and agreements, take minutes when necessary and ensure proper project documentation;

Requirements:

  • Bachelor or Master’s degree (Law, Economy, Social Science or similar);
  • Minimum of five years of experience with returnees and/or related field of (re-)integration;
  • Knowledge of psychosocial support and/or business support or Vocational Education and Training is desirable;
  • Experience with Capacity Development for governmental or non-governmental organisations is considered a plus;
  • Experience in implementing, monitoring, and evaluating and reporting on development projects is an advantage;
  • Experience in collaboration with International NGOs, Government Institutions and NGOs in the field of reintegration or related fields; Experience and knowledge of municipal work is desirable;
  • Advanced skills in planning, written and oral communication, facilitation and coordination;
  • Excellent knowledge of English (both written and spoken);
  • Fluency in at least one local language (Albanian, Serbian), basic knowledge of a second local language (Albanian, Serbian);
  • Very good skills in MS Office applications (Word, Excel, PowerPoint);
  • A valid driving license; Willingness to travel throughout Kosovo;
