Consultant/Company to deliver training on Strategic Planning, Evaluation and Learning (SPEL)

  1. I. Background

Save the Children is the world's leading independent organization for children. We work in around 120 countries to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives.

Save the Children in Kosova/o (SCiK) works on direct interventions and the establishment of good practices, capacity building of civil society and local duty bearers to respond to the needs of children. We also advocate for legislation and policies that will incorporate inclusive practices and have appropriate financial mechanisms to support systemic responses and therefore achieve long lasting positive changes for all children.

  1. II. General information on the project

The project “Regional CSO Strengthening 2017-2021”, implemented by Save the Children in Kosova/o with support from Save the Children Sweden and funded by the Swedish International Development Cooperation Agency (Sida) is a regional replication of its sister project in Kosovo, which aims ensuring children's protection through establishment of responsive Child Protection (CP) systems and supporting Child Rights Governance (CRG) systems and mechanisms to be put in place regionally, namely in Moldova, Ukraine, Serbia and Macedonia. These efforts are mirrored in the main project objectives: 

  • Children are protected by a responsive child protection system, supported by a strong legislation.
  • Systems, structures and mechanisms for implementing children´s rights are in place in program countries and governments are including CSOs’ and children’s’ voices in these processes.

III. Objective

The SPEL training is needed to support SCiK and its programme partners from Civil Society Organizations (CSO) in making strategic decisions about what, why and how to develop safe child rights programming, monitor performance, assess outcomes and impact, as well as learn from the joint efforts in acting as civil society actors in CP and CRG. This training aims to empower programme staff to thoroughly assess and strategize long-term improvements in the structure and mechanisms of realising children's rights.

As per the objective, SCiK is seeking for an expert consultant/company to carry out a training on SPEL for SCiK programme staff and CSO partners of Sida programme.

The outcome of the training is a stronger understanding of SPEL tools, methods, and areas that can be utilized to improve programming, advocacy and campaigning and complement MEAL systems in place. Some of the methods, tools and approaches the staff is seeking to utilize, for which the expert must be proficient with are: Pathways of Change, Learning and Adapting principles, Progress Markers/Trackers, Feedback Cycle, Case Studies, Impact stories, and Participatory Evaluations.

At the end of the training, the participants are expected to be able to relate on how to use SPEL tools in the following areas:

- Proposal Development

- Meal Plan

- Donor and Other Reporting Processes

- Monitoring Tools

- Evaluations

- Accountability to Children, Communities and Stakeholders

- Learning & Adapting.

  1. IV. Methodology

The facilitator will be using online platforms (i.e. Microsoft Teams or Zoom) to deliver the training in English language. The expert is expected to have an interactive approach in delivering the training and ability to innovate/digitalize a training that would commonly be delivered in person.

  1. Tasks, responsibilities and timeframes

The assignment must be carried out during September/October 2021. The exact training dates will be decided according to both parties’ availability.

  1. Save the Children Child Safeguarding Policy

As a condition to entering into a consultancy agreement, the applicant must sign (or have signed) Save the Children International’s Child Safeguarding Policy and abide by the terms and conditions thereof.

VII. Remuneration /Terms of payment

SCiK will remunerate the facilitator on daily gross fee (from which the income taxes and pension contribution will be withheld and paid, based on Kosovo Law) or/and in amount free of VAT in case of the company. SCiK will make the payment through bank transfer in bank account upon completion of the assignment and submission of completed timesheet/invoice.

VIII. Company/Individual(s) Profile

The company/Individual(s) should have the following essential skills and knowledge:

  • Advanced university degree in project/program management, monitoring & evaluation, strategic planning, strategic foresight or alike; PMP Certification is an advantage.
  • Knowledge on children’s rights international instruments and child rights governance systems;
  • Excellent analytical, facilitation, delivering training, writing, and communication skills;
  • Past Performance: Applicants must prove that they have enough experience in assignments comparable with the work they are bidding for in terms of scope and complexity and proven experience in conducting training sessions preferably in SPEL
  • Strong fluency of communication (written and oral) in English language.
