Org. Setting and Reporting

This position is located within the United Nations Interim Administration Mission in Kosovo (UNMIK) and the incumbent will be based in Pristina. The Information Analyst will report to the Chief of the Joint Analysis and Reporting Unit (JARU).

Responsibilities

Within delegated authority, the Information Analyst will be responsible for the following duties: 

In consultation with the Chief JARU, identify potential research and analytical topics. Plan the conceptual and research designs, devise work plans and coordinate/implement with contributing partners, consolidate inputs and edit the final products. 

Collect, evaluate and analyse information related to developments/events relevant to the implementation of the Mission mandate, using a variety of sources, including UN Mission civilian/military/police components, UN Kosovo Team, national military/civilian authorities, other international organisations, NGOs, media and other key stakeholders. 

Produce accurate and timely integrated analyses, assessments, maps and other JARU products which support decision-making, policy development and planning by Mission Leadership. Assist the Chief JARU in overseeing the timely production of quality JARU products and in ensuring information security as well as proper dissemination. Support colleagues by providing background information, editing and reviewing reports.

Develop effective working relationships with UN Mission components, the UNKT and relevant external actors and organisations. Facilitate integrated operational planning in close coordination with other mission components, including the operationalisation of timely responses to early warning indicators. Support other offices/sections in their operational, planning and reporting processes through relevant inputs. 

Serve as focal point for the collection and systematisation of information requested by the Mission’s Leadership to UNMIK offices/sections. Serve as focal point for the development of joint projects with other offices. As per the direction of the Chief JARU coordinate with relevant Mission components to ensure the development and application of JARU tools, such as Information Requirements (IRs) and Collection Plans.

Serve as OiC JARU in the absence of the Chief. Assist the Chief in performing operational functions within the office. In the absence of Chief JARU or at the latter’s request, provide briefings to the Mission Leadership, senior UN staff and visiting delegations and represent JARU in meetings as required. Support the Chief JARU in the supervision and management of a diverse, integrated JARU team (recruitment, staff development, training, evaluation etc.).

Ensure proper documentation to produce fair and solid appraisals. Plan and organise JARU work flows. Supervise and train new staff members. Provide support and guidance to junior staff. Assist the Chief JARU in his/her duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, foreign affairs, law or related field. A first-level university degree in combination with qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of the advanced university degree. 

Completion of the JOC and JMAC courses is desirable.

Work Experience

A minimum of seven (07) years of progressively responsible experience in the field of information analysis, political science, international relations or related field. Excellent analytical, drafting and briefing skills are required. Experience in a UN peacekeeping or other field operation is required. Experience supervising or managing teams is required. Experience in the Mission's geographical region of operations is required.

Experience in a JOC or JMAC is highly desirable. Experience using analytical software tools such as SAGE and Microsoft Power BI is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available until 30 June 2019. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
