The PIK is established as an executive agency of the Ministry of Internal Affairs (MoIA) to investigate criminal offences which are allegedly committed by the KP officers regardless of rank and position while on duty or off duty. It is mandated to ensure that the police organization is accountable to the people it serves and maintains high standards of integrity. It is comprised of civilian staff and is not – directly or indirectly – linked to the KP and is independent from the police organization financially and logistically. PIK exercises two fundamental functions: inspection and investigation.

The PIK was inaugurated in June 2006 by the local institutions and the Organization for Security and Co-operation in Europe (OSCE) Mission in Kosovo (OMiK). Since 2005, OMiK supported the agency in structuring and developing legislation to regulate its work. From 2008 to 2012, OMiK supported the PIK to develop its capacities to fulfil their mandate by providing specialized training courses and equipment. OMiK also assisted the PIK in raising its public profile to inform residents about their right to file complaints related to the conduct of KP officers and acquainting people with the work and objectives of the PIK. Additionally, OMiK contributed to the drafting process of the Law No.03/L –231 on Police Inspectorate of Kosovo (2010) and other related sub-legal acts and regulations. In 2018, upon their request, OMiK is engaged in supporting the PIK to build its operational capacity in effectively conducting investigations and in developing internal accountable procedures within the agency through provision of specialized and advanced training in investigation of serious and organized crime, and particularly corruption.

The results and activities under this project are identified and designed in close co-operation with the beneficiaries, based on their practical needs stemming from self-assessments made in 2018. These needs have been thoroughly discussed with the beneficiary and are in line with the mandate and priorities of OMiK.

The beneficiaries of this project will have the possibility to improve capacities and their expertise through different trainings and activities which will be based on best practices of European countries. The activities planned in this project will focus on improving operational skills of Police Inspectorate of Kosovo (PIK) to combat corruption and increase police integrity.

In order to measure the impact of these activities and to embed progress which has been achieved related to the reduction of human rights violations, the DSPS will to proactively monitor human rights compliance and the quality of the training delivered. The activity manager will also proactively advocate with beneficiaries to encourage the participation of women and non-majority communities.

To ensure the objectives of the project, from 28 January to 1 February 2019, twelve (12) PIK officers will attend a 5-days training focusing on Handling and Protecting Informants and Whistle-blowers.

The training will cover:

  • Definition: Witness, Collaborator, Informant, Whistle-blowers
  • How to approach and how to deal with informants/whistle-blowers
  • Informants/whistle-blowers, assessment and vetting
  • Informants/ whistle-blowers’ motivations
  • False/mercenary Informants/whistle-blowers
  • Reports and use of evidence
  • Investigating and processing information received from informants/whistle-blowers
  • Measures to protect Informants/ whistle-blowers:prohibition of disclosure of personal informationpersonal protection
  • mitigation of culpability
  • employment guarantee
  • financial compensation, reward/award for informants
  • Informants/ whistle-blowers: misconduct, involvement in criminal activities
  • Pitfalls/hidden dangers in dealing with informants/whistle-blowers


The objective of this activity is to provide a training on “Handling and protecting informants and whistle-blowers” to twelve (12) specifically selected PIK investigators, which will acquaint the participants with best practices and increase their skills on appropriate methods to transmit the acquired knowledge to other colleagues.

Tasks and Responsibilities

Under the supervision of the Activity Manager, the international expert shall:

  • Draft the training methodology and materials and deliver the agenda, presentations, exercises and case studies to the Activity Manager prior to the training
  • Conduct five (5) days training on handling and protecting informants and whistle-blowers for twelve (12) PIK officers
  • Assist participants to cope with the challenges that they meet during the training
  • Provide advice on the sustainability of the specialized training programme in the relevant area to the DSPS
  • Produce the final consultancy report and recommendations for further action


  • By 14 January 2019 submit the final training plan satisfactorily (incorporating the Project/Activity Manager comments, if applicable) to the Project/Activity Manager in electronic form;
  • By 16 January 2019 prepare the final training agenda, presentations, practical exercises and case studies (if applicable), a pre course evaluation test and a training evaluation questionnaire satisfactorily incorporating the Project/Activity Manager comments and submit to the Activity Manager and in electronic form/as agreed with the Project Manager;
  • From 28 January to 1 February 2019 deliver five (5) days training to twelve (12) PIK officers on handling and protecting informants and whistle-blowers. The training will last from 9am until 4pm each day;   
  • By 5 February 2019 submit to the Project/Activity Manager the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.

Performance Indicators

  • Final training plan, agenda, presentations, exercises, case studies and training evaluation questionnaire incorporating the DSPS comments submitted to the Activity Manager on time, in the agreed form and of quality satisfactory to the Project Manager
  • Training delivered as scheduled/planned in a requested format and to the satisfaction of the Project Manager
  • Positive feedback from the training participants
  • The completed pre course evaluation test and the training evaluation questionnaire
  • The final consultancy report is submitted to the Activity Manager on time and of quality satisfactory to the Project Manager.


  • University degree in Law, Criminology or other similar social sciences/rule of law or graduated from a recognised police academy or police college
  • Minimum ten (10) years of relevant professional experience in the area of criminal investigation dealing with informant handling or anti-corruption
  • At least three (3) years of training experience on law enforcement personnel
  • Ability to operate windows applications, including word processing and e-mail
  • Professional fluency in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
  • Flexibility and ability to work under pressure and with limited time frames.

Remuneration Package

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
