Job Vacancy for the Position

HIV Monitoring and Evaluation Officer       

Reports to:

HIV Program Manager

Full time position (40 hours / week)

Planned length of the Contract: 1st September 2017 to 31st of December 2018.

 

Duties and responsibilities:
  • Develop the program-specific Performance Framework, Monitoring and Evaluation (M&E) plan with action plan and M&E budget, in accordance with the GF guidelines;
  • Develop M&E reporting forms and adequate M&E guidelines;
  • Develop the M&E training Plan for Sub-Recipients and other relevant partners;
  • Conduct the assessment of sub-recipient capacities in M&E; identify their gaps and recommend immediate actions, accordingly;
  • Assist in the training program for Sub-Recipients (SRs), on the use of reporting and monitoring forms and respective guidelines;
  • Develop a field monitoring plan and submit to Program Manager;
  • Undertake supervisory field visits to SRs and conduct desk monitoring of GF supported activities;
  • Verify the reliability of reported data and propose concrete actions for improvement on program performance;
  • Ensure that all activities are implemented in accordance with programs’ work plan and M&E plan;
  • Safeguard and maintain the program tools and documentation, history of information, data-base and primary records;
  • Develop the data verification system for checking reliability of programmatic data and produced reports for Monitoring and Evaluation;
  • Monitor the achievement of the intended targets based on the indicators set in the Performance Framework;
  • Identify and track potential and active programmatic risks and ensure they do not adversely impact the program;
  • Consolidate Program updates for submission to the GF;
  • Undertake any other duties as assigned by the Program Manager, for the overall supervision, and monitoring and evaluation of program activities;
  • Support strengthening of M&E system of National AIDS Program;
  • Act as data source to M&E system of National AIDS Program;
  • M&E Officer shall cooperate with LFA during the PU review/verification;
  • M&E Officer is directly responsible to Program Manager.
    Mandatory required qualifications and skills:
  • University degree in Public Health sciences, Social Science, Medicine or other relevant field.
  • Minimum of three years working experience in Public Health, with a proven experience in monitoring and evaluation.
    1. At least two years of experience in the HIV/AIDS related issues including M&E
    2. Experience in working with both public and non-governmental sectors,
    3. Good understanding of key Public Health and M&E concepts,
    4. Basic knowledge of Second-Generation of HIV Surveillance, and of social scientific research methods.
    5. Excellent computer skills, with proficiency in MS Office; Experience with epidemiological and/or statistical software (e.g. SPSS, Epi-Info, CRIS) is an important asset;
    6. Proven skills and experience in training
    7. Good working knowledge of, and experience in Planning
    8. Proven ability to work in complex multisectoral environments
    9. Team player, with excellent interpersonal skills;
  • Minimum two years working experience in monitoring and evaluation and in working with both public and non-governmental sectors, is required;
  • Extensive knowledge of the Global Fund M&E guidelines and tools, is preferred;
  • Computer skills, with proficiency in MS Office; experience with epidemiological and/or statistical software), preferred;
  • Proven ability to work in complex multi-sectorial environment and team player with excellent interpersonal skills; problem-solving oriented and ability to propose concrete solutions;
  • Knowledge of Kosovo official languages, and excellent command of English language, is required;
